The Planning Commission unanimously recommended approval of the conditional use permit. One resident asked several questions related to drainage, lighting and noise control.
 
Background
Bermo, Inc. would like to install a 9,000 square foot storage building on their property located along Ball Road.  There is currently one main building on their lot and they need extra storage space for equipment and materials.  The proposed building would be located directly east of the existing building and east of the paved area adjacent to the dock doors.
 
Because a conditional use permit is required for multiple buildings on one lot in an I-1 (Light Industrial) zoning district, the business has made such request.  
 
The building, which will be three sided and open towards the main building (west), will be constructed of integral color rock faced block.  This is acceptable in this zoning district and the building will fit nicely with the existing building.  
 
This site is heavily landscaped, in part because the site is so large and there are many existing trees on site.  Several trees will need to be removed to construct the building.  Even with the removal of these trees, the site would meet landscaping requirements as per the zoning ordinance.  The company, however, has agreed to plant five (5) black hill spruce trees on the east side of the building.  
 
Currently there are several semi trailer trucks parked in the eastern part of the parking lot (which is south of where the proposed building is going to be located.).  This semi trailer parking (long term storage) is not allowed in the I-1 zoning district, and the owner has agreed to remove the trailers to the best of their ability, or at least park them towards the rear of the site where they are not as visible.
 
In addition, staff noticed that there are some light fixtures on site that do not meet ordinance requirements.  All new and existing fixtures must be brought into compliance with the ordinance.  All lighting must be downlit and shielded so as to prevent glare or spill.  Pole mounted lighting is limited to 20-feet in height.   
 
Recommendation
By motion, approve the Resolution.

Body
      WHEREAS, an application has been filed by Bermo, Inc. as conditional use permit Case File No. 12-0028; and
 
      WHEREAS, a public hearing has been held by the Blaine Planning Commission on September 11, 2012; and
 
      WHEREAS, the Blaine Planning Commission recommends said conditional use permit be approved; and
 
      WHEREAS, the Blaine City Council has reviewed said case on September 20, 2012.
 
      NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a conditional use permit is hereby approved per Section 31.04 (h) of the zoning ordinance to allow for two (2) buildings on one (1) lot in an I-1 (Light Industrial) zoning district based on the following conditions:
 
1.      Five (5) black hill spruce trees with a minimum height of six (6) feet to be planted to the east of the proposed building as shown on the site plan.  
 
2.      All existing and new lighting must be downlit and shielded so as to prevent glare or spill.  Pole mounted lighting is limited to 20-feet in height
 
3.      Semi-trailer trucks to be removed from the front parking area and into the area between the loading docks and new storage building. Semi trailers to be used for transfer of goods and materials and not long term storage.
 
4.      Site plan approval is required in order to obtain a building permit for this building.  
 
5.      Applicant will need to provide a copy of the watershed permit prior to obtaining a building permit.
 
6.      The two parcels be combined though a lot combination action with Anoka County. Evidence of combination needed prior to issuance of building permit.
