Background
State Law requires that Council designate a single newspaper as its official newspaper and staff is recommending that the Blaine/Spring Lake Park Life be designated as the official newspaper for 2015.
Minnesota Statutes 331A.02, Subd. 1 defines the qualifications for a publication to be designated as an official newspaper, and the Blaine/Spring Lake Park Life meets those requirements. A copy of their 2014 Publication Audit is attached which shows an average net circulation of 16,446. Below is an outline of their proposal:
