Executive Summary
Staff is recommending Council hold second reading and adopt the complete legal review of the Blaine City Code.
Background
While ordinances are codified and incorporated as they are adopted, the last full review of city code was conducted in 2003. Earlier this year the city contracted with senior code attorneys at CivicPlus/Municode to review and make recommendations for overall amendments to the city code to ensure adherence to current statute, definitions, editorial notes, gender references, renumbering, format, style and other housekeeping amendments for simplicity. The document includes a summary of footnote comments that appear throughout the compilation followed by suggestions inserted using red underline and strike-through and comprises a full legal review of the city’s code. The sections referred to in the zoning and subdivision ordinance were incorporated in Ordinances 22-2514 and 22-2515. Reference to removal of the fee schedule from code for publication/inclusion in another manner will be considered prior to its next update.
First reading was held on December 19 with no comments or changes and is being recommended for adoption at this time.
