ORDER IMPROVEMENT AND ORDER PREPARATION OF PLANS AND SPECIFICATIONS FOR RECONSTRUCTION OF OAK PARK BOULEVARD/119TH AVENUE FROM 125TH AVENUE TO JEFFERSON STREET (IMPROVEMENT PROJECT NO. 11-12)
 
Background
Notice for this hearing has been published and mailed.  The proposed improvements include spot concrete curb and gutter replacement, spot concrete sidewalk replacement, storm sewer structures, asphalt surface, traffic control signage, striping, and appurtenant construction for Oak Park Boulevard and 119th Avenue from 125th Avenue to Jefferson Street.  The estimated total cost of the project is $1,393,200 of which $145,590 is proposed to be assessed over a ten-year period.  Replacement of existing hydrants, existing sanitary sewer drop structures and castings/rings, estimated cost of $94,500 is proposed to be paid for by the City Public Utility Fund.  The remaining portion of $1,153,110 is proposed to be paid from the City's Municipal State Aid Street funds and the City's Pavement Management Program funds.  The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.
 
A public/business information meeting will be held on February 14, 2012 and a summary of the meeting will be presented to Council with this item.

Recommendation
Hold public hearing and, by motion, approve the resolution.
 
Body
WHEREAS, Resolution No. 12-009 of the Blaine City Council adopted on the 19th day of January, 2012 ordered a public hearing on the proposed project; and
 
WHEREAS, the required notices were published and mailed to benefiting property owners and the public hearing was held on the 16th day of February, 2012, at which time all persons desiring to be heard were given an opportunity to be heard.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      Such improvements are hereby ordered as proposed in the Feasibility Report, which was accepted by Resolution No. 12-009 adopted on the 19th day of January, 2012.
 
2.      The City Engineer is hereby designated as the Engineer for this improvement and is directed to prepare plans and specifications for the making of this improvement.
 
3.      The contract shall be awarded no later than February 15, 2013.
