Background
Notice for this hearing has been published and mailed.  The proposed improvements include a 1½-inch bituminous overlay, edge milling, and appurtenant construction on various city streets.  The estimated total cost of the project is $373,125 with $106,381 proposed to be assessed over a five-year period.  The proposed assessment rate is $509 per residential lot.  The remaining portion of $266,744 is proposed to be paid from the City's Pavement Management Program Funds.  The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

Recommendation
Hold public hearing and, by motion, approve the resolution.
 
Body
WHEREAS, Resolution No. 12-011 of the Blaine City Council adopted on the 19th day of January, 2012 ordered a public hearing on the proposed project; and
 
WHEREAS, the required notices were published and mailed to benefiting property owners and the public hearing was held on the 16th day of February, 2012, at which time all persons desiring to be heard were given an opportunity to be heard.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      Such improvements are hereby ordered as proposed in the Feasibility Report, which was accepted by Resolution No. 12-011 adopted on the 19th day of January, 2012.
 
2.      The City Engineer is hereby designated as the Engineer for this improvement and is directed to prepare plans and specifications for the making of this improvement.
 
3.      The contract shall be awarded no later than February 15, 2013.
 
PASSED by the City Council of the City of Blaine this 16th day of February, 2012.
