2013 PAVEMENT MANAGEMENT PROGRAM
 
Background
The Engineering Department has begun selection of streets for the 2013 Pavement Management Program (PMP).  Following the plan that was adopted in 2010, streets have been selected based on street condition ratings and consist of a mix of Municipal State Aid Streets (MSAS), bituminous overlays and reconstructions.  Engineering staff has developed a rough cost estimate for the proposed streets and the Finance Department is updating the PMP capital improvement plan to reflect the latest cost estimates.  Once the PMP has been updated, the list of street projects will be presented to the Council for authorization to begin preparation of feasibility reports.  
 
The following projects are being tentatively proposed for 2013 with estimates of approximate cost:
 
·      MSA Streets
o      101st Avenue from Flanders Street to Naples Street - $250,000
o      Paul Parkway from Ulysses Street to Oak Park Boulevard - $850,000
o      Davenport Street from 99th Lane to 105th Ave - $760,000
·      Bituminous Overlay
o      Various city streets (see map) - $1,000,000
·      Partial Reconstruction
o      93rd Lane Industrial Park Area Street Improvements, Phase 2 - $940,000
Baltimore Street from 94th Lane to Radisson Road
92nd Lane from Baltimore Street to Davenport Street
92nd Avenue from Baltimore Street to cul-de-sac
91st Avenue from Baltimore Street to Isanti Street
·      Granville Villas Development - Wear Course and Punch List Items
o      119th Avenue, 120th Avenue and Owatonna Street in the Granville Villas development
            
The MSA street projects would be funded through a combination of assessments to benefitting properties and MSAS Improvement Program funds.  The bituminous overlays and partial reconstruction projects would be funded through a combination of PMP property tax levies and assessments to benefitting properties.  The Granville Villas Development street work is to be funded using developer escrows.
 
In addition to the above 2013 Pavement Management Program, the Engineering Department is in the process of reviewing streets for the 2013 Sealcoating Program which is funded by the general fund ($100,000) and is separate from the Pavement Management Program.

Discussion
·      Is the Council comfortable with the proposed streets and the size of the proposed 2013 project?  
·      Does the Council wish to proceed with the Davenport Street project this year?
·      Upon Council direction regarding the above items, staff will proceed with finalizing the project selection for the 2013 Pavement Management Program and bring the projects forward to a future Council meeting for action.
