Background
The City Council is being asked to amend the City's ordinance on individual private septic systems. The ordinance will be considered for 2nd reading on the December 4th agenda. This resolution allows the City to approve a summary of the ordinance and allow the summary to be published rather than the higher cost of having to publish the whole ordinance document.
Recommendation
By motion, approve the Resolution.

WHEREAS, Minnesota Statutes ยง412.191, Subd. 4, provides that the publishing of the title and summary of Ordinance No. 14-2299, relating to individual sewage treatment systems within the City of Blaine, shall be deemed to fulfill all legal publication requirements as completely as if the entire Ordinance has been published; and
WHEREAS, the City Council of the City of Blaine has reviewed the text of the Ordinance Summary, which is attached hereto as Exhibit A and incorporated herein by reference; and,
WHEREAS, the City Council of the City of Blaine determined that the Ordinance Summary clearly informs the public of the intent and effect of Ordinance No. 14-2299.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Blaine hereby approves the text of the Ordinance Summary as a summary of Blaine Ordinance No. 14-2299, and determines the Ordinance Summary clearly informs the public of the intent and effect of said Ordinance.
BE IT FURTHER RESOLVED that the City Council of the City of Blaine hereby directs that the title and Ordinance Summary shall be published in the official City newspaper and hereby gives notice that printed copies of the complete Ordinance are available for inspection by any person during regular office hours at the office of the Blaine City Clerk, and that a copy of the entire text shall be posted in the official posting place in the City, and further directs that a copy of this Resolution, as enacted, will be published with the Ordinance Summary.
