Background
There is an ongoing erosion issue and failing culvert under Flowerfield Road at the bottom of the hill just east of Lexington Avenue.  The runoff from the road erodes the steep slope off the edge of the road on the north side directly over the culvert and has washed out a portion of the road surface during one of the heavy rains this summer.  In addition, the metal culvert has begun to fail due to corrosion.  This area has required periodic repair to be done by Public Works in the past but it has now reached a condition where they are no longer able to repair it.  
 
Staff has prepared a plan to replace the failing culvert and stop the erosion problem.  The failing culvert will be replaced with a longer concrete culvert to reduce the slopes off of the edge of the road.  To prevent the runoff from continuing to erode the slope and road edge, the plan includes installation of 120 feet of concrete curb which will direct the runoff into two storm structures which are connected to the new culvert.
 
Flowerfield Road will be repaved as a part of the Weston Woods development so staff has solicited a quote from the contractor, C.W. Houle, Inc. that is doing that construction.  The quote was as follows:

Staff is recommending accepting the quote from C.W. Houle, Inc. in the amount of $27,733.  The funding source for this work is the Stormwater Utility Fund and there are sufficient funds to cover these costs.
 
Recommendation
By motion, accept quote.
