AWARD RFP FOR UTILITY SCADA SYSTEM UPGRADE
Background
The current Utility SCADA (Supervisory Control And Data Acquisition) system, which controls the City’s wells, water treatment plants and lift stations, is over 20 years old and is no longer supported by the manufacturer. Parts availability and programming for additional infrastructure has become increasingly difficult. With knowledge of the situation the City was facing, staff requested funding to replace the system in 2015. The budgeted amount for the new system was $160,000. Staff advertised for RFPs and three system integrators submitted proposals, the results are listed below:
A2ES $172.405.00
Superior Controls $151,000.00
InControl $148,642.00
Staff performed reference checks on the low RFP, InControl, and found satisfactory responses from their current and past clients. The new system will be installed by May 1, 2016. Staff is recommending the City Council award InControl to supply, integrate and install the new SCADA system for $148,642.00
Recommendation
By Motion, the City Council awards the RFP for the new Utility SCADA system to InControl for $148,542.00, to be funded equally from the Water and Sewer Utility Funds.
