CALL FOR HEARING ON PROPOSED ASSESSMENT FOR THE RECONSTRUCTION OF 95TH AVENUE NE FROM I35W TO HAMLINE AVENUE NE - STREET AND WATER MAIN IMPROVEMENTS, IMPROVEMENT PROJECT NO. 07-05
 
Background
Resolution No. 11-0139 passed by the Blaine City Council on October 6, 2011, directed the City Manager to prepare a proposed assessment of the cost of Project No. 07-05 which involved tree clearing, grubbing, muck excavation, storm drainage, storm water quality management, water main installation, granular borrow, roadway widening, turn lanes, underground portion of a future traffic control signal at mid-block on 95th Avenue NE (CSAH 52) between I35W and Hamline Avenue NE, existing I35W/95th Avenue NE traffic signal modifications, aggregate base course, concrete curb and gutter, concrete median, asphalt pavement, eight-foot bituminous trail, turf restoration, traffic control signage, street signing, street lighting, and related appurtenant construction for 95th Avenue NE from I35W to Hamline Avenue NE.  The total cost of the project is as follows:

Engineering Costs      $      323,001.70
Interest      $      9,253.87
Legal      $      1,476.59
Administration, Assessing, Other       $      107,705.09
Total Construction Cost      $      1,624,224.37
 
Sewer Trunk-Project 92-14      $      79,900.00
Water Main-Project 77-04      $      79,860.00
Total Project Cost      $      1,783,984.37
 
The total project cost estimate indicated in the Feasibility Report was $2,231,738.00 which included the full cost for a future mid block traffic signal.  As a part of this project, the full engineering design and underground portion of the future traffic signal was completed at a cost of $57,198.00.  Upon meeting signal warrants, the remaining traffic signal work will be installed and assessed to benefitting properties.
 
The Assessment Roll has been prepared consistent with the Feasibility Report.  Of the total cost, the funding sources are as follows:
 
Anoka County (via JPA with Blaine, DNR & Developer)      $      500,000.00
TIF Funds      $      600,000.00
Public Utility Fund (trunk water main installation)      $      240,755.04
Deposit for preparation of Feasibility Report      $      10,000.00
City of Lexington (requested change order work)       $      3,069.96
Total to be Assessed      $      430,159.37

WHEREAS, by Resolution No. 11-0139 passed by the Blaine City Council on October 6, 2011, the City Manager was directed to prepare a proposed assessment of the cost of the following improvements: tree clearing, grubbing, muck excavation, storm drainage, storm water quality management, water main installation, granular borrow, roadway widening, turn lanes, underground portion of a future traffic control signal at mid-block on 95th Avenue NE (CSAH 52) between I35W and Hamline Avenue NE, existing I35W/95th Avenue NE traffic signal modifications, aggregate base course, concrete curb and gutter, concrete median, asphalt pavement, eight-foot bituminous trail, turf restoration, traffic control signage, street signing, street lighting, and related appurtenant construction for 95th Avenue NE from I35W to Hamline Avenue NE in the following described area:
 
The SW ΒΌ of Section 26, Township 31, Range 23, Anoka County, Minnesota.  Generally properties beneffiting by 95th Avenue NE from I35W to Hamline Avenue NE.
 
AND WHEREAS, the City Manager has notified the City Council that such proposed assessment has been completed and filed in his office for public inspection.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      A hearing shall be held on the 3rd day of November, 2011, in the Council Chambers at Blaine City Hall at 8:00 PM or as near that time as possible, to pass upon such proposed assessments at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment.
 
2.      The City Manager shall give published and mailed notice of such hearings as required by law.
 
PASSED by the City Council of the City of Blaine this 6th day of October, 2011.
