Initiate Project and Order Preparation of Feasibility Report for the 2023 Southwest Area Street Reconstructions, Improvement Project No. 23-07

 

Executive Summary

Council is being asked to initiate a 2023 Pavement Management Program project for the 2023 Southwest Area Street Reconstructions, Improvement Project No. 23-07. 

 

Background

Attached is a map of the proposed Street Reconstruction Capital Improvement Program for the years 2023-2027.  This proposed street project was identified as a part of the 2023 Pavement Management Program (PMP).  The 2023 Southwest Area Street Reconstruction project, Improvement Project No. 23-07 consists of reconstruction of the following streets:

 

                     90th Avenue from Polk Street to cul-de-sac

                     90th Lane from Polk Street to Fillmore Street

                     91st Avenue from Polk Street to Pierce Street

                     Taylor Street from 90th Lane to 91st Avenue

                     Fillmore Street from 90th Lane to 91st Avenue

                     Pierce Street from 89th Avenue to 91st Avenue

                     3rd Street from 90th Avenue to 90th Lane

                     6th Street from 90th Avenue to 90th Lane

                     90th Avenue from 3rd Street to 6th Street

                     90th Lane from University Avenue to 7th Street

                     92nd Avenue from University Avenue to 3rd Street

                     92nd Lane from University Avenue to 3rd Street

                     3rd Street from cul-de-sac to 92nd Lane

 

 

The project consists of city streets with rural sections and no curb and gutter.  The method of reconstruction will be a full reconstruction to the city standard residential street with concrete curb and gutter and will be further explained in the feasibility report. 

 

If approved, this Resolution initiates the proposed 2023 Southwest Area Street

Reconstructions and orders the preparation of a feasibility report.

By motion, approve the Resolution.

This project aligns with the City’s strategic plan goal of well-maintained infrastructure by providing high-quality street surfaces.

Financial Impact

The project will be funded by a combination of assessments, bond proceeds placed in the City Pavement Management Program fund and Public Utility Funds.

 

Public Outreach/Input

The project is being conducted pursuant to MN Statutes, Chapter 429 and is compliant with all public notification requirements thereof.

Body

WHEREAS, the City Council is aware of the need to maintain City streets in a condition that provides for functional, safe and efficient travel; and

 

WHEREAS, the City Council has determined that it is in the public interest to implement a Pavement Management Program to maintain City streets in a logical and cost-efficient manner; and

 

WHEREAS, the City Council adopted a Pavement Management Policy by Resolution No. 10-87 on October 7, 2010 to serve as the framework for implementing a Pavement Management Program; and

 

                     WHEREAS, the Blaine City Council proposes to initiate a street improvement project for the 2023 Southwest Area Street Reconstructions; and

 

                     WHEREAS, it is proposed to assess the benefited property for all or a portion of the costs of the improvements, pursuant to Minnesota Statutes Chapter 429; and

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that the proposed improvements are hereby referred to the City Engineer to provide the Council with a Feasibility Report and to advise the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective, and feasible, and the estimated cost of the improvements as recommended.
