Background
The City of Blaine's boundary includes three very small parcels, totaling just over an acre, and that lie south of 85th Avenue. Until recently the parcels were owned by Cemstone but are now owned by the City of Spring Lake Park. The attached map shows the three parcels and how the lines divide the former Cemstone maintenance building, which is now also owned by SLP. SLP will be using the building for a public works maintenance and storage facility.
 
Staff has met with SLP and discussed their proposal to have the three parcels detached from the City and added to the boundary of SLP. This is a fairly simple process involving a survey, legal descriptions, resolutions by both communities and paper work filed with the State Department of Administration. Anoka County records would also be involved to changes the parcels numbers and municipality information.  
 
SLP would prepare all documents and applications and would propose to compensate Blaine $500 for the effort of changing City maps and documents. We have reviewed this proposal and have no issue with either the process or the amount of payment as our required effort is fairly small. This would greatly simplify building and zoning control issues and be much easier for SLP to work on redevelopment in the future.
 
Specifically the three parcels below would be within the SLP boundary at the end of this process:
 
· 32-31-23-34-0001    2,200 sq feet    $56,000 market value
· 32-31-23-34-0002    4,350 sq feet     $57,000 market value
· 32-31-23-34-0003    39,600 sq feet    $277,000 market value

Recommendation
By motion, approve the Resolution.
 
Body
WHEREAS, certain real property (hereinafter referred to as the "Property") legally described as:
            
            See Exhibit "A" attached hereto and incorporated herein
 
is approximately 1.23 acres in size, located within the boundaries of the City of Blaine, with a population of zero (0); and
 
WHEREAS, the City of Spring Lake Park has purchased the aforementioned property for use as its public works facility; and
 
WHEREAS, the municipal boundary for the cities of Blaine and Spring Lake Park currently runs through the middle of a building on the Property; and
 
WHEREAS, the Property would be best served by having one set of zoning controls governing its use; and
 
WHEREAS, the Property abuts real estate along its entire southern border that is located within the City of Spring Lake Park.
 
NOW, THEREFORE, BE IT RESOLVED:
 
1.      That the City of Blaine and the City of Spring Lake Park jointly request that the Office of Administrative Hearings - Municipal Boundary Adjustments concurrently detach the Property from the City of Blaine and annex the same to the City of Spring Lake Park at the earliest possible date.
 
2.      That the joint resolution be submitted to the Office of Administrative Hearings - Municipal Boundary Adjustments for the purposes set forth herein.
 
3.      That the City of Spring Lake Park agrees to be responsible for all costs associated with the annexation, including, but not limited to, the preparation and filing of the resolution and boundary maps with the Office of Administrative Hearings.  In addition, the City of Spring Lake Park shall reimburse the City of Blaine for the actual costs associated with the preparation, revision and printing of local City maps in an amount not to exceed $500.
 
4.      That the City of Blaine and the City of Spring Lake Park agree that upon receipt of this resolution, passed and adopted by each party, the Office of Administrative Hearings/Municipal Boundary Adjustments, may review and comment, but shall, within thirty (30) days, order the concurrent detachment and annexation consistent with the terms of this resolution.
