Executive Summary

In 2017, the city council initiated an improvement project to reconstruct Pheasant Ridge Drive from Lexington Avenue to 1700 feet west of Lexington Avenue.  The original approval included landscaping the medians and boulevards.  This project was separated from the road construction project and is now being brought forward for council consideration as the street reconstruction project is complete. 

 

Background

Bids were received electronically at 10:00 AM, April 19, 2021, for Project No. 16-14.  A total of 5 bids were received ranging from $121,413.50 to $195,921.00.  The 3 lowest bidders and Engineer’s estimate are as follows:

Bids have been checked and tabulated, and it has been determined that Hoffman & McNamara Co. of Hastings, Minnesota is the lowest bidder.  The Engineering Department has worked with Hoffman & McNamara Co. on previous contracts and recommends that the low bid be accepted and a contract entered into with Hoffman & McNamara Co.

 

City Council is also asked to approve a 10% contingency to bring the total project budget to $133,554.85.

The reconstruction and landscaping of Pheasant Ridge Drive project aligns with the City’s strategic plan goal of a well-maintained infrastructure by providing high-quality streets.

Financial Impact

This portion of the project is funded through the existing EDA Tax Increment Fund.  This was budgeted for in the 2021 budget and there are sufficient funds to cover the project costs.

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 16-14, said bids were received on April 19, 2021, electronically opened and tabulated according to law, and the following 3 bids were received complying with the advertisement:

AND WHEREAS, Hoffman & McNamara Co. of Hastings, Minnesota is the lowest responsible bidder.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The Mayor and City Manager are hereby authorized and directed to enter into a contract with Hoffman & McNamara Co. for the designated improvements in the amount of $121,413.50.

 

2.                     A 10% contingency is hereby approved to bring the total project budget to $133,554.85 and the Director of Public Works is hereby authorized to sign all change orders up to the authorized project budget amount.

 

3.                     The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bonds submitted with their bids, except the two lowest bidders.  When a contract is duly executed, the bid bond of the remaining unsuccessful bidder will be returned.  The bid bond of the successful bidder will be retained until the performance and payment bonds have been executed and approved, after which the bid bond will be returned.
