Background

KTIS/Northwestern College has held music concerts at the NSC for the past seven summers. Similar to this past June (June 2015) they wish to add a second evening (Friday night June 3rd) in addition to the larger Saturday June 4th event. KTIS has applied for the Friday (June 3rd) and Saturday (June 4th) with 10,000-15,000 in attendance for the first evening and up to 20,000 (18,000 expected) total daily attendance for the day-long Saturday event. Typically people come throughout the day with the largest single crowd being Saturday night. Approximately 18,000 would be expected to be on hand for the Saturday evening concert.  The concert ends at 10:30 PM.

 

Last year’s KTIS/Northwestern College event generated the largest crowd to date on that Saturday. While it did not result in any significant sound impacts, traffic in the immediate area, mostly at the close of the event, was congested for a relatively short period but is still within the scope of event impacts that can be accommodated by the NSC facility. 

 

The concert set-up would include one primary stage located just inside the stadium with the sound projected to the south towards the City’s public works facility. The outside exhibition field will be used for family events, kids games and food/beverage service.

 

The applicant will operate under a noise management plan similar to the one used in previous events which outlines how Public Safety staff can make contact with event managers to reduce the sound level at the stage if warranted.

 

The proposed event and issuance of the CUP amendment is consistent with the NSC Concert Policy Guidelines adopted by the City Council as Resolution No. 12-136.

 

Notice was sent to adjacent property owners.

 

Recommendation

By motion, approve the Resolution.

Body

                     WHEREAS, an application has been filed by University of Northwestern/KTIS Radio as Conditional Use Permit Case File No. 15-0055; and

 

                     WHEREAS, the Blaine City Council has reviewed said case on September 3, 2015.

 

WHEREAS, the events proposed by the applicant are consistent with the 2012 adopted NSC Concert Policy Guidelines.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a Conditional Use Permit is hereby approved per Section 30.52(a) of the Zoning Ordinance to allow an outdoor music concert on June 3 and June 4, 2016, at the National Sports Center based on the following conditions:

 

1.                     Concert event to be operated consistent with the materials and descriptions made part of this application.

2.                     Concert daily attendance to be limited to not more than 18,000 tickets

3.                     Concerts to begin no earlier than 10:00 AM and to end on or before 10:30 PM.

4.                     No alcohol to be sold, distributed or brought into the event.

5.                     Applicant agrees to abide by the noise management plan and will lower concert noise at the stage if requested by Blaine Public Safety.

6.                     This CUP amendment is for a two-day event on June 3 and June 4, 2016.

7.                     The applicant shall not permit tailgating before, during or after the event.

8.                     No overnight camping is allowed.

9.                     At least 30 days prior to the concert event, the applicant shall prepare and submit to the City of Blaine (Police Department) an acceptable operations plan to be implemented by the applicant, encompassing at a minimum the following items:

 

Ø                     On and off-site litter control

Ø                     Emergency medical plan

Ø                     Security plan and identification of concert experienced command person

Ø                     Specific traffic management plan for each event

Ø                     Plan to address alternative parking in case of inclement weather

Ø                     Plan to mitigate adverse impacts on the adjacent business area

Ø                     Portable restroom facilities

 

10.                     The applicant shall operate the events consistent with City codes and State statutes.

 

PASSED by the City Council of the City of Blaine this 3rd day of September, 2015.
