PUBLIC SAFETY DATA SYSTEM UPDATE
 
Background
Anoka County public safety agencies (Joint Law Enforcement Council and Fire Protection Council) are seeking to update the public safety records and information systems. This is a cooperative effort which will enhance public safety, integrate shared technologies and create efficiencies throughout the entire process (reduce errors and redundant entry; increase speed of information flow; facilitate information sharing across jurisdictional & service discipline lines; better coordination of emergency
responses/mutual aid; improved ability for criminal investigations as well as other efficiencies).
 
Central Communications is supplying dispatch/mobile access to all law enforcement and fire agencies in Anoka County.  The Joint Law Enforcement Council (JLEC) is managing records on one system for all eleven Law Enforcement Agencies in Anoka County and all fire departments are on separate record systems.  Additionally, the Anoka County Jail is on a separate records system from other agencies.
 
We plan to replace or upgrade several dated critical public safety records and information service applications:
Communications/dispatch center; (CAD/Mobile)
Police records system; (LRMS)
Fire service dispatch and records systems (FRMS); and
Jail records (JMS).
 
In early 2011, all municipalities in Anoka County gave Resolutions in support of seeking legislative authority to bond for the Anoka County Public Safety Data System.  Request for Proposal (RFP) processes have been conducted, along with vendor demonstrations, reference checks and site visits, all with the goals of identifying the best, most cost-effective systems for Anoka County public safety.
 
With vendors identified for our systems, we are in completion phases of contract negotiations (per Minnesota State Law, vendor identification cannot occur until after formalized contract signing).  With input from the Fire Protection Council, the Anoka County Joint Law Enforcement Council will be reviewing the contracts and voting on approval so that bonds may be issued through Anoka County*.  System maintenance and management costs will also be discussed.  System implementation, starting with CAD could begin as soon as early 2014.  Complete system build-out and implementation will take approximately 18-24 months.
 
Council has received updates during the course of this project and this is the latest information as to the progress of the acquisition and implementation of the Anoka County Public Safety Data System.
 
 
 
 
*MN State Statute 383E.21 Subd. 1b.  Any bonds or notes issued pursuant to this section must only be issued after approval by a majority vote of the Anoka County Joint Law Enforcement Council, a joint powers board.
