AUTHORIZE USE OF CAPITAL IMPROVEMENT FUND TO FUND PLAYGROUND IMPROVEMENTS
Background
In 2013, Council gave conceptual approval of a five-year plan to fund deferred improvements in neighborhood playgrounds with the City's Capital Improvement Fund (CIF). The plan would provide up to $1 million of available investment earnings in the CIF over the next five years (2014-18) to invest in new equipment and other upgrades to neighborhood playgrounds. For 2014, staff is requesting that Council authorize the transfer of $200,000 from the CIF to fund this program. Pursuant to City of Blaine Ordinance 2-153, to use available CIF investment earnings, the Council must adopt a resolution with at least five affirmative votes.
Recommendation
By motion approve the attached resolution.
Body
WHEREAS, Sections 2.151 - 2.154 of the Blaine City Code authorizes the City Council to approve the use of the City's Capital Improvement Fund (CIF) for qualifying projects; and
WHEREAS, the Blaine City Council has given conceptual approval to use $1,000,000 from the CIF to fund neighborhood playground improvements over the five-year period of 2014 through 2018; and
WHEREAS, Blaine staff has identified $200,000 of certain playground improvement projects to be completed in 2014; and
WHEREAS, the expenditure of funds from the CIF meets all requirements of Sections 2.151 through 2.154 of the Blaine City Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine to authorize staff to transfer up to $200,000 from the Capital Improvement Fund for 2014 playground improvements.
