APPROVE FIRE PROTECTION COUNCIL JOINT POWERS AGREEMENT
 
Background
The purpose of the Anoka County Fire Protection Council (ACFPC) Joint Powers Entity is to join together to improve the efficiency and effectiveness of fire and emergency services to the public within the geographic service area of the Members. Specifically, ACFPC will cooperatively address the Members' long term needs for fire-fighting and emergency equipment, fire records data systems, fire-fighter and EMS training, fire prevention, fire inspection, fire-related public education, and other fire- and emergency-related essentials.
 
Recommendation
By Resolution allow the Spring Lake Park-Blaine-Mounds View Fire Department Fire Chief, on behalf of the City of Blaine, enter into a Joint Powers Agreement with other fire protection agencies and become part of the Anoka County Fire Protection Council.

WHEREAS, the purpose of the Anoka County Fire Protection Council (ACFPC) Joint Powers Entity is to join together to improve the efficiency and effectiveness of fire and emergency services to the public within the geographic service area of the Members; and
 
WHEREAS, the ACFPC will cooperatively address the Members' long term needs for fire-fighting and emergency equipment, fire records data systems, fire-fighter and EMS training, fire prevention, fire inspection, fire-related public education, and other fire- and emergency-related essentials; and
 
WHEREAS, it has been determined that becoming part of the ACFPC is in the best interest of the City and its residents.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine as follows:
 
1.      The Joint Powers Agreement between the Anoka County Fire Protection Council and the City of Blaine is hereby approved.
2.      The Spring Lake Park-Blaine-Mounds View Fire Department Fire Chief and the City Manager are hereby authorized and directed to execute said agreement.
