Planning Commission Action

The Planning Commission voted unanimously to approve the preliminary plat. There were no comments at the public hearing.

 

Background

The Metropolitan Airport Commission (MAC) is proposing to plat a 36.53 acre parcel into one lot and two outlots.  The proposed plat creates a lot (Lot 1) that is 2.9 acres and is being platted for future development.  Outlot A will be required to be dedicated as right-of-way or as a drainage and utility easement for existing utilities along the north side of 105th Avenue.  Outlot B will remain as soccer fields, softball fields, and parking.

 

Park dedication will be due with the platting of one lot. The 2017 park dedication rate for commercial development is $8,704/acre for a total due of $25,241.60 (for 2.9 acres). This fee will need to be paid, at the rate in effect at the time of Final Plat, prior to release of final plat mylars for recording at Anoka County.

 

Applicant will need to receive a Coon Creek Watershed District Permit prior to

any site work.

 

All uses in the PBD-A require Conditional Use Permit review and approval. This will be necessary prior to any site development.

 

Plat will need to be reviewed by Anoka County Highway Department as the parcel is adjacent to County Road 52.

 

Recommendation

Body

                     WHEREAS, an application has been filed by Metropolitan Airports Commission as subdivision Case File No. 17-0033; and

 

                     WHEREAS, said case involves the division of land described as follows:

 

UNPLATTED CITY OF BLAINE NE1/4 OF SW1/4 SEC 21-31-23

 

                     WHEREAS, the Blaine Planning Commission has reviewed said case file on August 8, 2017; and

 

                     WHEREAS, the Blaine Planning Commission has recommended subdivision Case File No. 17-0033 be approved subject to certain stipulations; and

 

                     WHEREAS the Blaine City Council has reviewed said case file on September 7, 2017.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that preliminary plat approval per Section 74-42 of the subdivision regulations is hereby granted for Airport Park permitting preparation of a final plat for approval per Section 74-43 subject to the following conditions:

 

1.                     Applicant to submit copy of Coon Creek Watershed permit to city prior to

any site work.

2.                     Applicant will need to adhere to review comments received by Anoka County Highway Department.

3.                     All uses in the PBD-A require Conditional Use Permit review and approval. This will be necessary prior to any site development.

4.                     Outlot A to be dedicated as Right-of-Way or a drainage and utility easement for existing utilities along 105th Avenue.

5.                     Park dedication will be due with the platting of one lot. The 2017 park

dedication rate for commercial development is $8,704/acre for a total of

$25,241.60 (for 2.9 acres).This fee will need to be paid, at the rate

in effect at the time of Final Plat, prior to release of final plat mylars for

6.                     The Mayor, City Clerk and City Manager are hereby authorized to execute

any and all necessary documents, agreements and releases related to the

approval, recording or administration of Airport Park.
