CALL FOR HEARING ON PROPOSED ASSESSMENT FOR THE 2012 PAVEMENT MANAGEMENT PROGRAM - BITUMINOUS OVERLAY, IMPROVEMENT PROJECT NO. 12-01

Background

Project No. 12-01 includes a 1½ inch bituminous overlay, edge milling, and appurtenant construction on various city streets.  The total cost of the project is as follows:

Construction Costs .	$259,350.64
Engineering Costs	$  19,785.22
Interest ...	$    2,848.14
Administration, Assessing, Other	$  11,399.11
Total	$293,383.11

The total project cost indicated in the Feasibility Report was $373,125.00.

Of the total cost, the amount to be assessed is $106,381.00.  City of Blaine Pavement Management Program Funds will contribute $187,002.11.

Recommendation

By motion, approve the resolution.

WHEREAS, pursuant to Resolution No. 12-118 passed by the Blaine City Council on September 6, 2012, the City Manager was directed to prepare a proposed assessment of the cost of the following improvements: a 1½ inch bituminous overlay, edge milling and appurtenant construction in the following described area:

Isanti St: 129^th Ave to 132^nd Ln      

Jenkins St: 129^th Ln to 132^nd Ln

Kenyon St: cul de sac south of 132^nd Ave to 132^nd Ln

Kenyon St: 129^th Ave to 129^th Ln

London St: 132^nd Ave to 132^nd Ln

London St: 131^st Ave north to cul de sac

London St: 132^nd Ln to City Limits

Mankato St: 132^nd Ave to 132^nd Ln

Nassau Ct: North of 132^nd Ln

Owatonna Ct: East of Nassau Ct

129^th Ln: Isanti St to Kenyon St

130^th Ln: Isanti St to Radisson Rd

131^st Ave: Jenkins St to London St

131^st Ave: Hastings St to Isanti St

132^nd Ave: Isanti St to Mankato St

132^nd Ln: Isanti St to Jenkins St

AND WHEREAS, the City Manager has notified the City Council that such proposed assessment has been completed and filed in his office for public inspection.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

1.      A hearing shall be held on the 4th day of October, 2012, in the Council Chambers at Blaine City Hall at 8:00 PM, or as near that time as possible, to pass upon such proposed assessment at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment.

2.      The City Manager shall give published and mailed notice of such hearing as required by law.
