Title
Authorize City Manager to Enter Into Contract with Stepaniak Construction in a Not-to-Exceed Amount of $12,619.00 for Construction Services for the 101st Avenue NE Culvert Replacement in Accordance with Quote dated August 31, 2011, Improvement Project No. 11-14
 
Background
There is an existing corrugated metal culvert which is failing under 101st Avenue at the western edge of the Waste Management property and driveway to Northern Asphalt.  This culvert serves as the outlet into a branch of County Ditch 53-62 for runoff from approximately 1,300 feet of the south ditch on 101st Avenue and the wetland complex and surrounding properties south of 101st Avenue.  The failure of the culvert is causing it to restrict the flow of runoff from the area south of 101st Avenue into the ditch, which in turn causes standing water in the roadway ditches and some water to back up onto parts of the Waste Management parking lot.  
 
The proposed project will involve replacing the failing corrugated metal pipe with concrete pipe and cleaning the sediment deposits from the area around the outlet to restore proper flow.
 
The Engineering Department requested quotes from seven contractors for construction of the 101st Avenue NE culvert replacement project.  Quotes were received as follows:
 
Stepaniak Construction            $12,619.00
Kevin Casey, LLC                  $12,982.00
Larson Contracting, Inc.            $13,336.00
Metro Utilities                  $15,600.00
 
It is recommended that a contract be entered into with Stepaniak Construction in a not-to-exceed amount of $12,619.00 in accordance with their quote dated August 31, 2011.  City Council is also asked to approve a 10% contingency to bring the total project budget to $13,881.00.  The project will be funded by the Stormwater Utility Fund and there are sufficient funds to cover these costs.
 
Recommended Council Action
By motion, authorize City Manager to contract with Stepaniak Construction in a not-to-exceed amount of $12,619.00 for construction of the 101st Avenue NE culvert replacement.
