Executive Summary
Enter into agreement with Minnesota Department of Transportation to name the Commissioner of Transportation as our agent to receive and distribute any federal funds associated with any of the City of Blaine’s eligible construction projects.
Background
The Delegated Contract Process (DCP) agreement between MnDOT and City of Blaine a public agency (LPA) eligible to receive federal funds. This agreement covers the roles and responsibilities associated with federal aid funds and allows for MnDOT to act as the City of Blaine’s agent in accepting these funds for construction projects.

Staff Recommendation
Adopt the following resolution, approving the Delegated Contract Process agreement with MnDOT.

Agency Agreement for Federal Participation in Construction
Body
WHEREAS, the Minnesota Department of Transportation (MnDOT) wishes to cooperate closely with local units of government to coordinate the delivery of transportation projects and maximize the efficient project delivery at all levels of government; and
WHEREAS, MnDOT and local governments are authorized by Minnesota Statutes section 161.36, to undertake collaborative efforts for the receipt of federal aid funds.
NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council approves:
1. That pursuant to Minnesota Stat. Sec 161.36, The commissioner of Transportation be appointed Agent of the City of Blaine to accept as its agent, federal aid funds which may be made available for eligible transportation related projects.
2. That the City of Blaine enter into a Delegated Contract Process Agreement with the Commissioner of Transportation, a copy of which was before the City Council.
3. That the proper City officers are authorized to execute such agreement, and any amendments thereto.
4. That the Mayor and City Manager are authorized and directed to enter into agreement which prescribes the terms and conditions of said federal aid participation as set forth and contained in the “Minnesota Department of Transportation Agency Agreement No.1052075.
