AUTHORIZE CITY MANAGER TO ENTER INTO A CONTRACT WITH BARR ENGINEERING CO. IN A NOT-TO-EXCEED AMOUNT OF $179,000 IN ACCORDANCE WITH THEIR PROPOSAL DATED SEPTEMBER 28, 2015 FOR THE NORTHEAST WELL FIELD DESIGN - IMPROVEMENT PROJECT NO’s. 11-08 & 15-14
Background
The City of Blaine has been working with Barr Engineering Co. on the Northeast Area Well Field Study for the past few years. This study was a stepwise approach designed to reduce the risk and uncertainty associated with installation of new drinking water wells in the northeast area of the City. This study has now been completed and the City now has the necessary information to proceed forward with developing the northeast area well field and associated infrastructure.
Staff has asked Barr Engineering Co. to submit a proposal for engineering services for planning and design of the future water supply and treatment system in the northeast area.
This proposal contains three specific parts:
• Part 1 - Future Water System Infrastructure Plan
o Lays out locations for all remaining wells and siting details for a future water treatment plant and water distribution system on the Tower 4 site and remainder of the well field.
• Part 2 - Well 19 and Completion of Well 18
o Complete bidding documents for the drilling of well 19 and completion of Well 18 on the Tower 4 site, including pumps and motors for both wells.
• Part 3 Wells 18 and 19 Connecting Piping and Temporary Treatment System
o Complete bidding documents for site work to connect Wells 18 and 19 to the existing distribution system (Tower 4 and the existing trunk water main).
Staff has reviewed the proposal and feels that Barr Engineering Co. has the necessary professional expertise and familiarity with the City’s water infrastructure, groundwater and geology of this area to accomplish the tasks as laid out in the proposal.
Recommendation
By motion, authorize City Manager to contract with Barr Engineering Co. in a not-to-exceed amount of $179,000 in accordance with their proposal dated September 28, 2015.
