DESIGNATE OFFICIAL NEWSPAPER FOR 2016
Background
State Law and City Code require that Council designate a single newspaper as its official newspaper:
CHAPTER 12. - MISCELLANEOUS AND TRANSITORY PROVISIONS
Sec. 12.01. - Official publications.
The council shall annually designate a legal newspaper of general circulation in the city as its official newspaper in which shall be published ordinances and other matters required by law to be so published as well as such other matters as the council may deem it in the public interest to have published in this manner.
Minnesota Statutes 331A.02, Subd. 1 defines the qualifications for a publication to be designated as an official newspaper, and the Blaine/Spring Lake Park Life meets those requirements. A copy of their 2015 Publication Audit is attached which shows an average net circulation of ----16,398. In addition, all public notices are posted to www.abcnewspapers.com <http://www.abcnewspapers.com> which averages over 54,000 unique visitors per month. Below is an outline of their proposal, which remains unchanged from last year:

Staff has also received the attached request from the Anoka County Record requesting the City name them as the official public notice publisher at no cost. The attached 2015 Publication Audit shows a qualified circulation of 422.
Recommendation
By motion, designate Blaine/Spring Lake Park Life as the official newspaper for 2016.
