ACCEPT BID FROM RYAN CONTRACTING COMPANY IN THE AMOUNT OF $830,344.20 FOR TRUNK UTILITY IMPROVEMENTS TO SERVE THE NORTH HALF OF THE NORTHEAST QUARTER OF SECTION 23 AND THE PLAT OF GLENN MEADOWS, IMPROVEMENT PROJECT NO. 14-14

 

Background

Bids were received at 10:00 a.m., September 8, 2015, for Project No. 14-14.  A total of six bids were received ranging from $830,344.20 to $1,557,802.88.  The Engineer’s estimate for construction and three lowest bidders are as follows:

LaTour Construction, Inc.

Meyer Contracting

$966,296.70

 

Bids have been checked and tabulated, and it has been determined that Ryan Contracting Company of Elko, MN is the lowest bidder.  The low bid is over the Engineer’s Estimate due to the additional costs for fill to cover the sanitary sewer pipe, and additional dewatering efforts. The Engineering Department has worked with Ryan Contracting Company on previous contracts.  I recommend the low bid be accepted and a contract entered into with Ryan Contracting Company.

 

City Council is also asked to approve a 10% contingency to bring the total project budget to $913,378.62.  The funding sources for this project are Assessments and Water and Sewer Utility funds and there are sufficient funds to cover these costs.

 

Recommendation

By motion, adopt the resolution.

 

Body

WHEREAS, pursuant to advertisement for bids for Improvement Project No. 14-14, said bids were received on September 8, 2015, opened and tabulated according to law, and the following three lowest bids were received complying with the advertisement:

 

Ryan Contracting Company

$830,344.20

LaTour Construction, Inc.

$893,470.26

Meyer Contracting

$966,296.70

 

 

AND WHEREAS, Ryan Contracting Company of Elko, MN is the lowest responsible bidder.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The Mayor and City Manager are hereby authorized and directed to enter into a contract with Ryan Contracting Company for the designated improvements in the amount of $830,344.20.

2.                     A 10% contingency is hereby approved to bring the total project budget to $913,378.62 and the Public Services Manager is hereby authorized to sign all change orders up to the authorized project budget amount.

3.                     Award of contract is contingent upon appropriate easements beings in place prior to the start of construction.

4.                     The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bonds submitted with their bids, except the three lowest bidders.  When a contract is duly executed, the bid bonds of the two remaining unsuccessful bidders will be returned.  The bid bond of the successful bidder will be retained until the performance and payment bonds have been executed and approved, after which the bid bond will be returned.
