RECEIVE FEASIBILITY REPORT AND ORDER PUBLIC HEARING FOR THE PAVEMENT MANAGEMENT PROGRAM - 2014 STREET RECONSTRUCTIONS, IMPROVEMENT PROJECT NO. 14-07
Background
The proposed improvements will partially reconstruct various city streets in the D. Erickson 4th Addition and Jackson Place plat areas. The proposed improvements will include spot curb replacement, asphalt surface removal and replacement, aggregate base and appurtenant construction.
The estimated total cost of the project is $675,000 with $130,155 proposed to be assessed over a ten-year period, using the unit method for residential properties as identified in the Public Improvement Special Assessment Policy. Replacement of existing sanitary sewer structure castings/rings, at an estimated cost of $24,675, is proposed to be paid for by the City Public Utility Fund. The remaining portion of $520,170 is proposed to be paid from the City's Pavement Management Program Funds.
The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

By motion, adopt the resolution.

WHEREAS, pursuant to Resolution No. 13-184 adopted on the 7th day of November, 2013, by the Blaine City Council, a report has been prepared by the City of Blaine, Engineering Department, with reference to the Pavement Management Program - 2014 Street Reconstructions of various city streets, and this report received by the Council on the 6th day of March, 2014.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. The Council will consider the improvement in accordance with the report finding the improvement necessary, cost-effective, and feasible and resulting in a benefit to the properties proposed to be assessed, and will consider the assessment of benefiting property for all or a portion of the cost of the improvement pursuant to the Minnesota Statutes, Chapter 429, at an estimated total cost of the improvement of $675,000.
2. A Public Hearing shall be held on such proposed improvement on the 3rd day of April, 2014, at 8:00 PM in the Council Chambers of City Hall, and the City Clerk shall give mailed and published notice of such hearing and improvement as required by law.
