Background
The National Sports Center (NSC) is preparing to move ahead with development of the 75 acres north of 105th Avenue and east of their fields. This is the site that has been open as an earth/soil project for the past several years. That fill work will be completed later this year which will then allow the NSC to move forward with development of additional fields, parking, and relocation of a new maintenance facility (not part of this application).
 
The City Council granted "Concept Approval" for the expansion in June but required the NSC as part of that preliminary approval, to provide all of the overall site details as part of Final Approval. Many of those details are yet to be developed or are attached to the City's re-design of 105th Avenue and will need to be coordinated as each of these projects moves forward. The Site Plan that is attached is intended to show the general layout and design but is not the final plan as there are several elements yet to be added.
 
One of the primary site issues that is different with this request is that there are multiple phases with this construction, some of which are related to the practical issues associated with constructing over a deep "minimally" corrected area of fill. The other practical issue is related to the fact that the NSC does not have the funds to complete the later phases at this time. Funding for those phases is dependant upon future legislative decisions over the next several years. Assuming the City allows the NSC to move forward on that phased basis it should be recognized that completion of later phases is not certain in terms of timing.
 
The project phasing has been proposed as follows:
 
Phase I (has funding)
 
· Site grading and field development (8 fields) on the western portion of the site.
· Construction of primary north-south drive and connections to 105th and  109th. (south driveway sections ABDE would not be paved until 2016)
· Construction of parking areas A, B1 and B2. These would remain in gravel until 2016.
· West side landscaping.
· West side ponding requirements.
 
Phase II (not yet funded)
· Extension and connection of west access drive to Davenport.
· Grading and field development of remaining 12 fields.
· Construction of parking Lot C.
· East side landscaping.
· Relocation of maintenance facility.
· East side ponding requirements.
 
In addition to the details shown on the attached plans the following site elements or issues need to be detailed:
 
· Provide NSC campus plan (full site) showing major pedestrian paths and access connection points.
· Expand plans to show where the west vehicle and pedestrian trail extending west to Davenport is located and how it will be connected to both large parking fields on the west property.
· An 8-foot paved (asphalt) trail must be located adjacent (but separate) to the north south driveway from 105th to 109th.
· An 8-foot paved (asphalt) trail must be located adjacent (but separate) to the west extension of the drive from the north/south drive to Davenport.  
· Extent and location of site irrigation (all landscape areas require irrigation).
· Final landscape plan to also include common plant names.
· 30 conifer trees (clumps) be added to the overstory trees along 109th.
· Extend 8-inch water main and hydrants to serve all parking areas (minimum 600 foot spacing).
· All site work to be covered by a SIPA (attached) and acceptable financial guarantee.
· Anoka County concurrence with proposed access points and required permits for work in right-of-way.
 
Recommendation
By motion, approve the Resolution granting the NSC authority to begin Phase I improvements.

Body
      WHEREAS, an application has been filed by the National Sports Center as subdivision Case No. 14-0022; and
 
      WHEREAS, the Blaine City Council granted preliminary concept approval on June 19, 2014, subject to various conditions; and
 
      WHEREAS, the Blaine City Council has reviewed the plan for Phase I improvements to serve the expansion on October 2, 2014 and finds it to be in conformance with the approved concept plan.
 
      NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that the NSC is granted authority to construct Phase I improvements as part of their expansion plans subject to the following conditions:
 
1.      Prior to construction of drives or parking areas provide a NSC campus plan (full site) showing major pedestrian paths and proposed access connection points.
2.      Prior to construction of drives and parking areas provide details to show where the west vehicle and pedestrian trail extending west to Davenport Street is located and how it will be connected to both large parking fields on the west property.
3.      An 8-foot paved (asphalt) trail must be located adjacent (but separate) to the north south driveway from 105th Avenue to 109th Avenue.
4.      An 8-foot paved (asphalt) trail must be located adjacent (but separate) to the west extension of the drive from the north/south drive to Davenport Street.  
5.      Provide site irrigation plans (all landscape areas require irrigation).
6.      North-south drive must provide B-6-12 concrete curb and gutter from edge of roadway to 50-feet inside NSC property line.
7.      Final landscape plan to also include common plant names.
8.      30 conifer trees (clumps) to be added to the proposed overstory trees along 109th Avenue.
9.      Extend 8-inch water main and hydrants to serve all parking areas (minimum 600 foot spacing).
10.      All site work to be covered by a Site Improvement Performance Agreement and covered by acceptable financial guarantee (Letter of Credit and cash escrow).
11.      Anoka County concurrence with proposed access points and required permits for work in right-of-way.
12.      All parking and drive surfaces to be paved by October 15, 2016.
13.      NSC to submit a detailed Phase I site plan with all required elements prior to commencement of grading.
14.      Completion of storm drainage improvements as required by CCWD permit.
15.      Phase II improvements will require separate City approval and City Council action.
