Background
The National Sports Center Foundation has proposed a 29,000 square foot addition to the Schwan Event Center. The addition would house indoor space for sports related uses such as soccer, baseball, and lacrosse as well as event space for community functions/education and outdoor sports shows. The building would be single story with high ceiling heights for indoor sports play and would be located and connected just to the west of the existing event center. Addition of the space would allow for connected or separate programming between the two connected facilities.
 
Several site changes will need to be made to the north end of the stadium area to accommodate the footprint of the new building. Fire access and building exiting have been some of the code challenges as well as locating the building around the existing buried utilities. Final engineered plans are still being prepared to address those types of issues with the hope that site work could begin within the next several weeks.
 
The building elevations indicate several sign panels which will, need to be reviewed and issued under separate sign permits. It appears that there may be more panels shown than can be permitted. Also multiple elevations (west and south) are also showing sign panels which cannot be accommodated given the amount of signage proposed on the north (primary elevation).
 
The Coon Creek Watershed will need to review final plans and issue a permit (along with the City) prior to beginning of any site work. Public Notice was sent regarding the consideration of this amendment.
 
 
Recommendation
By motion, approve the Resolution.
 
Body
 
      WHEREAS, an application has been filed by the National Sports Center as Conditional Use Permit Amendment Case File No. 11-0038; and
 
      WHEREAS, the Blaine City Council has reviewed said case on October 6, 2011.
 
      NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a Conditional Use Permit Amendment is hereby approved per Section 30.52 of the zoning ordinance to allow for up to a 29,000 square foot expansion (separate building or attached) to the National Sports Center Event Center at 1700 105th Avenue NE based on the following conditions:
 
1.      Coon Creek Watershed permit required prior to the start of any site work.
2.      Final landscape plan to account for and replace any lost plantings plus provide sufficient plantings for size of building.
3.      Applicant pay all applicable SAC (Sewer Access Charges) and WAC (Water Access Charges)
4.      All site improvements to meet City performance standards.
5.      All site improvements to be covered by a financial guarantee and execution of Site Improvement Performance Agreement (SIPA).
6.      Applicant to recognize and manage the facility in accordance with the occupancy restrictions placed on the event center addition as established by the applicable fire/bldg code.
7.      All signage is by separate review and permit. Only the north building elevation will be allowed signage since the applicant is proposing more than 200 square foot of signage on that elevation.
