Approval of Lakeside Commons Permanent Parking Lot
 
Background
Lakeside Commons Park has been operating the last four summers with an overflowing temporary unpaved parking lot.  However, a more permanent solution to the parking issue is needed.  The original plan was that the commercially zoned property next to the park was going to share their parking lot with Lakeside Commons Park.  The original commercial concept provided over 300 parking stalls and the City would have an agreement or cross easement to use that parking.  The commercial development has not happened and the property owner of the parcel is now requesting a comprehensive plan use amendment for this parcel from commercial to low/medium housing.  
 
The city has acquired a 1.5 acre property next to the beach.  Staff and the Park Board are recommending a permanent parking lot be constructed.  The overflow parking lot that has been used for the last 4 years had approximately 115 parking stalls, and this permanent parking lot will have 125 stalls.  The parking issue is critical to the function of Lakeside Commons Park and staff believes this is the final piece to finish this park the way it was designed.
 
The construction of a Lakeside Commons parking lot has been in the Capital Improvement Plan for Parks the last four years. The estimated cost of the project will be $210,000.  Attached is the OLD concept plan with the commercial parking lot, the last three years of overflow parking lot use, beach parking lot comparison, and the NEW concept plan for the permanent parking lot.   
 
Recommendation
By motion, approve the proposed permanent parking lot at Lakeside Commons Park at a cost estimate of $210,000 plus a 5% contingency taking the total cost of the project to $220,500.  The Park fund will finance this project.
