Planning Commission
The Planning Commission unanimously recommended approval of the conditional use permit. There were no comments at the public hearing.
 
Background
The property (2.63 acres) is located just south of 85th Avenue and west of 35W in the NorthStar Industrial Park and is zoned I-1 (light industrial).  Carley Foundry is proposing to construct a 28,837 square foot addition to their existing building of 12,000 square feet, at 3000 84th Lane NE.  The new building would be placed directly south of the existing structure.  A conditional use permit is required to allow this site to have a shared access drive with Carley Foundry's adjacent property at 8301 Coral Sea Street NE.
 
Building and Site Information
The proposed building addition will be constructed of Fabcon concrete precast wall panels for height and installation purposes.  This is consistent with the existing building's materials and therefore, the proposed building elevations will meet the I-1 standard requirements.
 
The proposed site will include 4,084 square feet of office space, along with 25,727 square feet of manufacturing space, and 11,026 square feet of warehouse space.  Per these calculations there will be 84 parking spaces, which meets the ordinance requirements.
 
The submitted landscape plan does meet the requirements; however, we do request that they submit an additional plan to show the landscaping for both Carley Foundry properties.  This is required because 3000 84th Lane lacks adequate space for the city's landscape requirement and the remaining five (5) overstory trees will be allowed to be planted on the 8301 Coral Sea Street property.
 
Shared Access Drive
The site plan indicates shared access from this site to the other Carley Foundry site at 8301 Coral Sea Street NE.  This access will be created on the southwest corner of the parcel and will span across the drainage ditch and connect to the adjacent parcel's northeast corner parking lot.  The applicant wishes to have this shared access in order to allow access to the two buildings for forklifts.
 
Recommendation
By motion, approve the Resolution.

Body
      WHEREAS, an application has been filed by Carley Foundry as conditional use permit Case File No. 12-0029; and
 
      WHEREAS, a public hearing has been held by the Blaine Planning Commission on September 11, 2012; and
 
      WHEREAS, the Blaine Planning Commission recommends said conditional use permit be approved; and
 
      WHEREAS, the Blaine City Council has reviewed said case on September 20, 2012.
 
      NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a conditional use permit is hereby approved per Section 31.04 (l) of the zoning ordinance to allow for a shared access at 3000 84th Lane NE based on the following conditions:
 
1.      Site, buildings, and landscaping to be constructed consistent with submitted materials made part of this Conditional Use Permit application.  However, the site plan will be subject to further site plan review related to the shared access and all site improvements.
 
2.      All signage for the site is issued under a separate permit, which includes temporary and permanent signage.
 
3.      No outdoor storage or display of product is allowed.
 
4.      Storage of semi trailers or delivery vehicles limited to the number of active dock doors. Trailers/trucks to be used solely in the transfer of materials and goods and not for long term storage.
 
5.      Site plan approval required prior to obtaining a building permit.  A new plan needs to be received showing all landscaping on both properties.  This includes the additional planting of 5 overstory trees (3 Autumn Blaze Maples and 2 Green Spire Lindens) on the 8301 Coral Sea Street property.
 
6.      All site lighting to be down-lit style lamps to reduce glare and to meet the requirements of the zoning ordinance.  Final site plan to include lighting details.
 
7.      All necessary cross-access and maintenance agreements to be executed and maintained to support the shared access and drives.
 
8.      The shared access drive must be amended to 20' wide per engineering requirements.
 
9.      Any retaining wall over 30 inches in height will need to be designed by a structural engineer and have a railing installed along the top.
 
10.       Applicant is required to submit a copy of the watershed permit prior obtaining a building permit or commencing any site work.
