ORDER IMPROVEMENT AND ORDER PREPARATION OF PLANS AND SPECIFICATIONS FOR 113TH AVENUE TRUNK SANITARY SEWER IMPROVEMENTS, IMPROVEMENT PROJECT NO. 17-09

 

Background

Notice for this hearing has been published and mailed.  Neighborhood information meetings were held on July 10, 2017 and December 6, 2017.

 

The proposed project will introduce Sanitary Sewer to the area south of 113th Avenue roughly bordered between Quincy Street on the west and Buchanan Street on the east.  The project area also includes commercial property adjacent to 109th Avenue between Able Street and Fillmore Street.  Proposed improvements include trunk sanitary sewer and appurtenant construction.  

 

The estimated cost of improvements is $580,642 and is proposed to be assessed over a ten-year period.  The proposed project will be temporarily financed by the City, with permanent funding provided by the assessments to benefitting parcels in accordance with current City Assessment Policy and Minnesota Statutes Chapter 429, Special Assessment Laws.  The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

Recommendation

Hold Public Hearing and, by motion, adopt the resolution.

 

Body

WHEREAS, Resolution No. 17-157 of the Blaine City Council, adopted on the 2nd day of November, 2017, ordered a public hearing on the proposed project; and

 

WHEREAS, the required notices were published and mailed to benefitting property owners, and the public hearing was held on the 7th day of December, 2017, at which time all persons desiring to be heard were given an opportunity to be heard.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     Such improvements are hereby ordered as proposed in the Feasibility Report, which was accepted by Resolution No. 17-157 adopted on the 2nd day of November, 2017.

 

2.                     The City Engineer is hereby designated as the Engineer for this improvement and is directed to prepare plans and specifications for the making of this improvement.
