Declare Cost to be Assessed, Order Preparation and Call for Hearing on Proposed Assessment for Clover Leaf Parkway Area Street Reconstructions, Improvement Project No. 18-18

 

 

Executive Summary

The Clover Leaf Parkway Area Street Reconstructions project was ordered by the City Council on March 7, 2019 with Resolution No. 19-27.  The project was split into two phases constructed in 2019 and 2020.  The 2019 construction contract was awarded by the City Council to Park Construction on May 20, 2019 with Resolution No.  19-77 and construction was completed in the fall of 2019. The 2020 construction contract was awarded by the City Council to Northwest Asphalt, Inc. on March 16, 2020 with Resolution No. 20-45 and construction was completed in the fall of 2020.

 

Background

Improvement Project No. 18-18 included the Clover Leaf Parkway Area reconstruction. Phase 1 of the project was constructed in 2019 and included Clover Leaf Parkway from Trunk Highway 65 to Polk Street, 93rd Lane from Trunk Highway 65 to Isanti Street, Central Avenue and Lincoln Street from Clover Leaf Parkway to terminus within Aquatore Park. Phase 2 of the project was constructed in 2020 and included Clover Leaf Parkway from Polk Street to 99th Avenue.

 

The improvements included repair/replacement of concrete curb and gutter and sidewalk, storm drainage improvements, minor water main improvements, asphalt surface replacement, traffic control signage and appurtenant construction. 

 

The total cost of the project is as follows:

The total project cost indicated in the Feasibility Report was $4,006,231.00.

 

The Assessment Roll has been prepared consistent with the Feasibility Report.

Of the total cost, the amount to be assessed is $714,825.21. The Public Utility Funds will contribute $151,266.45 for water and sanitary sewer improvements, Municipal State Aid System (MSAS) funds will contribute $1,000,000.00 and Pavement Management Program funds will contribute $2,007,845.67.

Body

WHEREAS, a contract was entered into for repair/replacement of concrete curb and gutter and sidewalk, storm drainage improvements, asphalt surface replacement, traffic control signage and appurtenant construction in the following described area:

 

Clover Leaf Parkway from 99th Avenue to Trunk Highway 65, 93rd Lane from Trunk Highway 65 to Isanti Street, Central Avenue and Lincoln Streets from Clover Leaf Parkway to terminus within Aquatore Park

 

AND WHEREAS, the construction cost for such improvement is $3,073,518.80  and the expenses incurred in the making of said improvements amount to be $800,418.53 making the total cost $3,873,937.33.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     The total City of Blaine share of the cost of such improvement is hereby declared to be $3,873,937.33.

 

2.                     The amount to be assessed is hereby declared to be $714,825.21.  City of Blaine Pavement Management Program funds and Municipal State Aid System funds will contribute $3,007,845.67

 

3.                     Assessments shall be payable in annual installments extending over a period of fifteen (15) years, the first of the installments to be payable on or before the first Monday in January 2022, and shall bear interest at the rate of three and five tenths percent (3.5%) per annum from the date of the adoption of the assessment resolution.

 

4.                     The City Clerk, with the assistance of the City Engineer, shall forthwith calculate the proper amount to be specially assessed for such improvement against every assessable lot, piece, or parcel of land within the district affected without regard to cash valuation, as provided by law, and she shall file a copy of such proposed assessment in her office for public inspection.

 

5.                     The City Clerk has notified the City Council that such proposed assessment has been completed and filed in her office for public inspection.

 

6.                     A hearing shall be held on the 19th day of April, 2021, in the Council Chambers at the Blaine City Hall at 7:30 PM, or as near that time as possible, to pass upon the proposed assessment at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment.

 

7.                     The City Clerk shall give published and mailed notice of such hearing as required by law.
