Executive Summary
Staff requests Council approval to amend the contract with ISG Inc. for professional engineering and design services for the Aquatore Band Shell, Project Number 22-044. The original contract was $123,025 based on a facility that was thought to be approximately $1,400,000 in total cost. ISG Inc. was directed to provide additional design options based on City and Festival needs to provide an acceptable facility for all parties. The multiple design changes in complexity and size from the original band shell result in ISG’s services exceeding the original contract scope.
Background
The City Council approved a contract with ISG Inc. on January 19, 2022 to perform engineering and design services of a band shell, restrooms, trails, lighting, and storage at Aquatore Park. This work was approved by MO 22-016. ISG Inc. has met with staff and Festival personnel on numerous occasions and has also attended four council workshops to answer questions and receive input on the preliminary designs. The project has increased in size and scope, and the current design has a projected cost estimated at $3,240,000. ISG has amended the cost for the additional work to include multiple concepts, final design, and construction services to ensure successful project completion. Consulting fees are based on the hours necessary to complete the tasks under each category. The increases are based on actual hours (for work already completed) and estimated hours needed to respond to concept changes, additional meetings, and growth in scope/complexity. (Note: ISG has not charged the total number of additional hours worked in the pre-design and design stages.)
The Blaine Festival Committee has donated $650,000 to date and is committed to donate up to $1,000,000 toward the project.
