Title

AUTHORIZE THE MAYOR AND CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES CONTRACT WITH AUTOMATIC SYSTEMS, CO. FOR PHASE 2 SCADA SOFTWARE INTEGRATION SERVICES

 

Background

The City initiated a Request for Proposals process for utility Supervisory Control And Data Acquisition (SCADA) system software integration.  Through that process the City Council awarded a Phase 1 contract to selected Automatic Systems Co. (ASC) of Roseville, MN for that work. 

 

The Phase 1 work is complete and a brief summary report of that work is included with this item.  Phase 1 was primarily focused on evaluating our existing system, restoring proper communications between the numerous sites in our system, trouble shooting and correcting existing programming issues that resulted in false alarms, and designing a new system based on our future needs.

 

This action awards a contract with Automatic Systems Co. (ASC) to move on to the next phase of this work.

 

Services included for this phase of work include:

                     Network design and implementation

                     Control descriptions

                     Programmable Logic Controller (PLC) programming

                     Operator interface terminal programming

                     Human-Machine interface programming

                     Alarm notification system programming

                     Historical data and reporting

                     Remote access configuration

                     Associated coordination

 

In addition to the programming work, the City needs a server system for storage and retrieval of SCADA specific data.  This Data Historian system will remain separate from the general network systems of the City to maintain data integrity and cyber security.  This hardware, software and licensing will be purchased and installed by ASC as part of the Phase 2 work.  This component is listed separately in an attached proposal.

 

Financial Impact

The software integration Phase 2 programming services under this proposal are a not-to-exceed cost of $449,190.00 plus $58,648.00 for the Data Historian server and components.  Funding for this project will come from Water and Sewer Enterprise Funds, including a portion of the Water Revenue Bonds sold in 2018.

 

Future Work

This proposal does not include integration of the future Water Treatment Plant 4.  That will be integrated under separate contract once that plant is near completion and ready for SCADA integration.

 

Recommendation

By Motion, adopt the Resolution. 

 

Body

 

WHEREAS, the City of Blaine desires to replace its outdated Supervisory Control and Data Acquisition System (SCADA); and

 

WHEREAS, the City awarded the Phase 1 service contract to Automatic Systems Company on August 2, 2018, and

 

WHEREAS, the City is now prepared to move on to the next software integration Phase to program various components at each of the included sites, and

 

WHEREAS, the City also needs a server system for storage and retrieval of SCADA specific data to be included in the service contract, and

 

WHEREAS, sufficient funding exists through the Water Enterprise Fund reserves for this contract.

 

                      NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Blaine authorize the Mayor and City Manager to enter into contracts with Automatic Systems Co in the amount of $507,838 for software integration Phase 2 service and data server purchase and installation.

 

BE IT FURTHER RESOLVED by the City Council of the City of Blaine that, where allowed, the City intends and reasonably expects to reimburse itself for the payment of this contract out of the proceeds of a borrowing (general obligation water revenue bonds) to be made by the City after the date of payment of the expenditures.
