Title
APPROVE 2012 THERAPEUTIC MASSAGE ENTERPRISE LICENSES

Background
In November 2011 the Police Chief, City Clerk and City Attorney drafted an ordinance to regulate massage therapy enterprises.  This ordinance repealed the former Massage Parlor Ordinance.
On April 19, 2012 the City Council approved the new ordinance requiring all massage therapy enterprises be licensed.  The ordinance became effective May 19, 2012.
Attached is a list of the Massage Therapist Enterprise license applications staff has received along with required documentation, a prorated license fee for 2012 only and a background investigation fee.  The Blaine Police Department has conducted a background investigation on each enterprise and found nothing to prohibit issuance of these licenses.
These licenses are renewable this fall with an effective date of January 1, 2013 and are effective for a calendar year.

Recommendation
By motion approve the 2012 Therapeutic Massage Enterprise licenses
