Background

The applicant, Larry Swanson, is proposing infill development on 117th Avenue, just west of State Highway 65. Aside from the easternmost proposed lot, the parcel of land in question has remained undeveloped as all property around it has been developed into single family housing.

 

The parcel being platted is 1.14 acres in size. The proposed plat, to be known as Swansons Addition, consists of 4 single family lots. All four lots meet the minimum lot size requirement for the R-1 Zoning of 10,000 square feet, as well as all setback minimums stipulated by Section 29.30 of the Zoning Ordinance. There is one existing home that will remain, and it meets all required setbacks for the R-1 (Single Family) zoning district.

 

Park dedication is required for the 3 newly platted lots at the rate of $3,744 per lot, for a total park dedication requirement of $11,232. This payment must be made prior to release of final plat mylars for recording at Anoka County.

 

Sanitary sewer to serve the plat is located on Taylor Street, north of 117th Avenue.  The Developer will need to install the sanitary sewer under 117th Avenue by means of horizontal boring so the surface of 117th Avenue is not disturbed.  The existing house is currently served by a septic tank. This lot will be required to connect to the City sanitary sewer system with the project. 

 

Water main to serve the plat is in 117th Avenue.  The Developer will be required to connect to an existing hydrant lead at the east end of the site and extend a water main along the boulevard to serve the proposed homes so the surface of 117th Avenue is not disturbed.  The existing house is currently connected to City water. 

 

The plat proposes to drain to an infiltration basin on the south side of the plat.  This plat will require a permit from the Coon Creek Watershed District prior to any construction activity or issuance of building permits.

 

Trunk sanitary sewer area charges come due with the plat.  The 2016 rate for the West Central Sanitary Trunk area is $4,073 per acre, and there are 1.14 acres for a total charge of $4,643.  Trunk storm sewer area charges come due with the plat.  The 2016 rate for the West Central Storm Trunk area is $11,144 per acre and for 1.14 acres, the total charge is $12,704.  The parcel has paid one lot of water lateral charges, so three lots will become due with platting.  The 2016 rate is $3,949 per lot for a total charge of $11,847.  These charges must be made prior to release of final plat mylars for recording at Anoka County.

 

The final plat is consistent with the approved preliminary plat, Resolution No. 15-169.

 

Recommendation

By motion, approve the Resolution.

                     WHEREAS, an application has been filed by Larry Swanson as subdivision Case No. 15-0039; and

 

                     WHEREAS, said case involves the division of land in Anoka County, Minnesota, described as follows:

 

TRACT A REG LAND SURVEY NO 150

 

                     WHEREAS, the Blaine City Council granted preliminary plat approval on October 15, 2015, subject to the stipulations as contained in Blaine City Council Resolution No. 15-169; and

 

                     WHEREAS, the applicant has submitted a final plat in general conformance with the approved preliminary plat.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that final plat approval for Swansons Addition per Section 74-43 of the subdivision regulations is hereby granted subject to the following conditions:

 

1.                     Park dedication is required for 3 newly platted lots. If paid in 2016 the rate is calculated at $3,744 per lot, for a total park dedication requirement of $11,232. This payment must be made prior to release of final plat mylars for recording at Anoka County.

2.                     A permit must be obtained from the Coon Creek Watershed District prior to any construction activity or issuance of building permits.

3.                     All new construction within this parcel to meet the requirements of the R-1 Zoning Classification, as outlined in Section 29.30 of the Zoning Ordinance.

4.                     The sanitary sewer lateral must be horizontally bored under 117th Avenue and the water main must be connected to an existing hydrant lead. 

5.                     Trunk Sanitary Sewer charges become due in the amount of $4,643 for this plat.  Trunk Storm Sewer charges become due in the amount of $12,704.  Water Lateral charges become due in the amount of $11,847.  Payment is required to be paid prior to release of the final plat mylars for recording at Anoka County.

6.                     An as-built survey will be required to verify structure elevations, custom grading requirements, final lot grading elevations and storm drainage features.

7.                     Dedication of standard utility and drainage easements along all lot lines. 

8.                     A grading/development plan including custom grading information per lot, house type, existing drainage patterns, street grading, tree preservation and erosion control information shall be submitted for City approval prior to issuance of the first building permit and before any work is performed on site.  Soil borings and a geotechnical report will be required to verify structure elevations.

9.                     The developer is required to apply for a NPDES permit.  A copy of the permit application must be sent to the City prior to any work being performed on the site.

10.                     A Development Contract will be required for the plat and will outline plat requirements in further detail.

11.                     The Mayor, City Clerk and City Manager are hereby authorized to execute any and all necessary documents, agreement and releases related to the approval, recording or administration of Swansons Addition.
