Title
Declaring Surplus Property and Authorizing Sale, Donation, and/or Disposal Thereof
Executive Summary
Per City Policy, surplus property must be declared as such by resolution prior to disposal, sale, or donation of the items.
Background
The Public Works department regularly replaces worn out and outdated equipment through the annual budgeting process.
Policy allows for the following disposal methods for surplus property:
1. Disposal by public auction
2. Disposal by donation - property may be transferred or donated to another public or non-profit corporation.
3. Disposal in the trash if determined the items have no useful life or parts and has no value.
Equipment is first evaluated for use by other departments or for trade-in to reduce the purchase price. The attached list is equipment that is no longer needed by the City and still holds some value at auction or greater value at auction as compared to the trade-in value.
Public Works uses the services of the State of Minnesota Surplus Services MinnBid Auctions.
Staff Recommendation
By motion, adopt the Resolution.

Body
WHEREAS, the City has developed a policy for disposal of surplus tangible property; and
WHEREAS, certain property has been reviewed by departments and it is determined that the items are no longer needed for public service and can be disposed of.
NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council declare the attached list as surplus and authorize disposal per city policy.
