LAND USE ISSUE - NSC/KTIS CONCERT
 
Background
KTIS/Northwestern College has held a one-day music concert at the NSC for the past four summers. Next year (2013) they wish to add a second evening (Friday night June 7th) in addition to the larger Saturday June 8th event.  Staff has not supported the back to back concert nights from an operations as well as noise perspective. Staff is also concerned with increasing the daily attendance from 15,000 to 20,000. While the KTIS event has been well run and focused on Christian music and performers, the concerns that have been raised would also apply to other types of music genres.
 
KTIS has applied for a CUP to host the Saturday event with up to 15,000 total attendance, but along with the NSC, wishes to discuss with the City Council expansion to the second evening and increasing the Saturday attendance to 20,000.
 
Below are the criteria (also for discussion) used by staff in review of the KTIS proposal:
 
·      Concert limited to a one day event from 10:00AM to 10:30PM
·      Concert music ends by no later than 10:30PM
·      Attendance is capped at 15,000 cumulative (total tickets distributed)
·      There will be no alcohol sales
·      Police security/traffic agreement required for over 12,000 daily attendance

Is the City Council supportive of allowing KTIS (or any other concert promoter) the ability to hold outdoor concerts on consecutive nights or to exceed the 15,000 daily attendance?
