ADOPT 2016 SANITATION UTILITY FUND BUDGET
Background
Council reviewed the proposed 2016 Sanitation Utility Fund Budget at the November 5, 2015 Council Workshop. At the Workshop, The following restructured sanitation utility fee schedule was presented:

Council consensus was to bring forward for adoption the 2016 proposed Sanitation Fund budget as presented with the proposed fee schedule. Council also agreed to refrain from adding a fourth tier to the Sanitation fee schedule until such time in 2016 that the new fee schedule and enhanced recycling efforts can be evaluated.
The 2016 budget reflects two significant changes in the Sanitation Fund’s operations - the change in haulers from Advanced Disposal to Walter’s Refuse and Recycling and a 17% increase in dumping fees - that result in $600,000 more in operating costs for 2016. The attached summary provides additional information on the recommended 2016 Sanitation Fund Budget.
Recommendation
By motion, adopt the resolution contained herein.

WHEREAS, the proposed Sanitation Utility Enterprise Fund Budget for the fiscal year commencing January 1, 2016 has been prepared by the City Manager; and
WHEREAS, the City Council has examined, studied, and reviewed said proposed Sanitation Utility Enterprise Fund Budget; and
WHEREAS, the City Council has, after due consideration and deliberation, made such amendments and adjustments in the proposed Sanitation Utility Enterprise Fund Budget as they consider necessary, desirable, or expedient.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine as follows:
1. That the proposed Budget for the Sanitation Utility Fund attached hereto is approved.
2. That the 2016 appropriations attached hereto are approved.
3. That the 2016 funding sources and fee adjustments identified and attached hereto and reflected in the City’s fee schedule are approved.
That the City Manager is authorized and directed to implement and to administer, within the budgetary funding limits and within adopted City policy and relevant State and City laws and regulations, said approved Sanitation Utility Enterprise Fund Budget.
