APPROVE PROPOSAL FOR FACILITY MANAGEMENT SERVICES FOR BLAINE CITY HALL FROM McGOUGH FACILITY MANAGEMENT
Background
City staff has recently completed a Request for Proposal (RFP) for Facility Management Services for Blaine City Hall. When the current City Hall/Police Facilities was finished in 2002, the City decided to hire out Facility maintenance and management instead of hiring additional custodial and maintenance staff.
Staff developed an RFP, identified other firms that provide the same or similar service, mailed the RFP directly to four local firms, and advertised on our website. We received two proposals for Facility Management. One from our current provider, McGough Facility Management, and the other from Cushman & Wakefield/Northmarq.

McGough bills $75/hr. for actual staff time worked which has averaged $1,625/month over the last 3 years.
The RFP only covers one year, however both firms indicated they would not change their management fees for at least 2 years. They would look to adjust the staffing fees based on cost of living indexes.
Staff recommendation is to accept the proposal from McGough Facility Management. Their new proposal is $2,000 less per year than their current rate.
Recommendation
Approve the resolution accepting proposal for facility management services for Blaine City Hall from McGough Facility Management.
Body
WHEREAS, The City of Blaine developed and advertised a RFP for facility management for Blaine City Hall; and
WHEREAS, After reviewing the submitted proposals it was recommended to accept the proposal from McGough Facility Management; and
WHEREAS, the proposal calls for a management fee of $2,500 per month and $75/hour for staffing time to be billed on actual time spent.
NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council hereby accepts the proposal from McGough Facility Management for Facility Management services for Blaine City Hall and authorizes the City Manager to enter into an agreement with McGough Facility Management for said services.
