ORDER IMPROVEMENT AND ORDER PREPARATION OF PLANS AND SPECIFICATIONS FOR THE 2020 STREET RECONSTRUCTIONS - AREA 2, 132ND LANE/TAYLOR STREET RECONSTRUCTION, IMPROVEMENT PROJECT NO. 19-18

 

Background

Notice for this hearing has been published and mailed. 

The proposed project will reconstruct the following streets:

 

                     Taylor Street from 129th Avenue to 132nd Lane

                     Pierce Street from Taylor Street to 132nd Lane

                     Lincoln Street from 131st Lane to 132nd Lane

                     Johnson Street from 131st Lane to 132nd Lane

                     129th Avenue from Polk Street to Taylor Street

                     131st Lane from Lincoln Street to Central Avenue

                     132nd Avenue from Jonson Street to Central Avenue

                     132nd Lane from Taylor Street to Central Avenue

 

Proposed improvements include reclaiming existing bituminous pavement and reconstructing all curb and gutter, hydrant replacements, minor storm sewer additions, asphalt surface replacement, traffic control signage, and appurtenant construction. 

 

The estimated cost of improvements is $3,241,086.00 with $950,012.00 proposed to be assessed over a 15-year period.  Replacement of existing sanitary sewer castings/rings and several water service repairs at an estimated cost of $276,684.00 is proposed to be paid for by City Public Utility Funds. The remaining portion of $2,014,390 is proposed to be paid from the City’s Pavement Management Program Fund.  

 

The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

Recommendation

Hold Public Hearing and, by motion, adopt the resolution.

 

Body

WHEREAS, Resolution No. 20-28 of the Blaine City Council, adopted on the 19th day of February, 2020, ordered a public hearing on the proposed project; and

 

WHEREAS, the required notices were published and mailed to benefitting property owners, and the public hearing was held on the 19th day of February, 2020, at which time all persons desiring to be heard were given an opportunity to be heard.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:

 

1.                     Such improvements are hereby ordered as proposed in the Feasibility Report, which was accepted by Resolution No. 20-28 adopted on the 19th day of February, 2020.

 

2.                     The City Engineer is hereby designated as the Engineer for this improvement and is directed to prepare plans and specifications for the making of this improvement.

 

3.                     The City Council declares its official intent to reimburse itself for the costs of the improvement from the proceeds of tax exempt bonds.
