APPROVE JOINT POWERS AGREEMENT NO. C0004688 WITH ANOKA COUNTY FOR 109TH AVENUE AND SUNSET AVENUE ROUNDABOUT, CITY IMPROVEMENT PROJECT NO. 15-18 (SP 002-612-013, SAP 106-020-034)
Background
Anoka County has been working on a realignment of 109th Avenue at Sunset Avenue for several years. They looked at several scenarios of how the new alignment could be built and discussed them with the property owner in Blaine where the majority of right of way impacts would be. The County is now prepared to move the project forward and is proposing construction of a roundabout on Sunset Avenue at a new intersection of 109th Avenue and Apollo Drive in Lino Lakes.
Anoka County Engineer Doug Fischer presented the proposed roundabout and draft Joint Powers Agreement (JPA) to the City Council at their October 8, 2015 Workshop meeting. He stated that construction of the new intersection is scheduled for the summer of 2016.
The estimated construction cost of the total project is just under $1.2 million. Anoka County has prepared a JPA based on their cost participation policy. The City is being asked to pay for a portion of construction cost and 8% construction engineering expenses. The total estimated construction cost to the City is $64,060.85. Adding the 8% construction engineering to the City’s share of the construction cost brings Blaine’s estimated total to $69,185.72.
The JPA also spells out future maintenance obligations of the City to include storm sewer and detention basins, bituminous walks, street lights, and ongoing electrical costs for street lights. The City of Blaine will pay for initial electrical installation for street lights and the ongoing electrical cost. An agreement with Lino Lakes will be brought to both City Councils for approval that will have Lino Lakes reimburse Blaine for half of the initial cost and annual electrical cost for the street lights.
Council postponed this item at their January 7 and February 4, 2016 City Council meetings and directed staff to schedule a special meeting on February 11 for further consideration and to allow Anoka County representatives to meet with affected property owners.
Recommendation
By motion, approve the resolution.
Body
WHEREAS, the County of Anoka and the City of Blaine desire to jointly construct a roundabout at the intersection of 109th Avenue and Sunset Avenue in accordance with Anoka County and the Minnesota Department of Transportation standards for the benefit of the traveling public; and
WHEREAS, Minnesota Statutes Section 471.59 authorizes the County of Anoka to enter into an Agreement with the City of Blaine to provide for the construction of a roundabout at 109th Avenue and Sunset Avenue for the joint exercise of powers common to each; and
WHEREAS, said Agreement details the responsibilities of the County of Anoka and the City of Blaine as to the costs associated with the design, construction and related activities of the project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine as follows:
1. Joint Powers Agreement No. C0004688 between the County of Anoka and the City of Blaine with regards to the construction of a roundabout at the intersection of 109th Avenue/Apollo Drive and Sunset Avenue is hereby approved.
2. The Mayor and City Manager are hereby authorized and directed to execute said agreement.
