ORDER IMPROVEMENT, ORDER PREPARATION OF AND APPROVE PLANS AND SPECIFICATIONS, AND CONCUR WITH ADVERTISEMENT FOR BIDS FOR THE RECONSTRUCTION OF HAMLINE AVENUE FROM EDGEWOOD ROAD TO PATRIOT LANE, IMPROVEMENT PROJECT NO. 10-13
 
Background
The public hearing for this project was held on June 7, 2012.  At this meeting the vote to order the improvements was postponed until June 21st because there were not enough Council members present to meet the four-fifths majority vote required for a non-petitioned project as set forth in Minnesota State Statute, Chapter 429.
 
The proposed joint project between the City of Lexington and the City of Blaine will reconstruct Hamline Avenue from Edgewood Road to Patriot Lane.  The work will consist of a full street reconstruction, converting Hamline Avenue from a rural section roadway into an urban section roadway with curb and gutter and storm sewer.  Work will include storm sewer, aggregate base, curb and gutter, bituminous pavement replacement, ditch cleaning and regrading and appurtenant construction.
 
The estimated cost of the improvements is $586,640.00.  The estimated cost split is $251,640.00 for the City of Blaine and $335,000.00 for the City of Lexington.  The City of Blaine costs are proposed to be funded by approximately $110,694.00 assessed to benefitting properties over a ten-year period, which includes $10,086.00 to be paid by the City Water Utility Fund for assessments to the water tower property.  The remainder of $140,946.00 is proposed to be paid from the City's Pavement Management Fund.
 
The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

Recommendation
By motion, approve the resolution.
 
Body
WHEREAS, Resolution No. 12-063 of the Blaine City Council, adopted on the 17th day of May, 2012 , ordered a public hearing on the proposed project; and
 
WHEREAS, the required notices were published and mailed to benefiting property owners, and the public hearing was held on the 7th day of June, 2012, at which time all persons desiring to be heard were given an opportunity to be heard.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      Such improvements are hereby ordered as proposed in the Feasibility Report, which was accepted by Resolution No. 12-063 adopted on the 17th day of May, 2012.
 
2.      The City Engineer is hereby designated as the Engineer for this improvement and is directed to work in conjunction with the Engineer for the City of Lexington to prepare plans and specifications for the making of this improvement.
 
3.      Such plans and specifications, copies of which are filed in the City Engineer's office, are hereby approved.
 
4.      The City of Blaine concurs with the advertisement for bids by the City of Lexington for the making of such improvements pursuant to the approved plans and specifications.
 
5.      Such advertisement for bids shall call for sealed bids to be received on the 5th day of July, 2012, in compliance with Notice to Contractor for the advertisement for bids.
 
6.      The contract shall be awarded no later than June 20, 2013.
