Background

There is an existing multi-tenant industrial building at 10661 Nassau Street that is currently home to a variety of industrial and warehouse uses. At this time the applicant is requesting the approval of a conditional use permit to allow for a physical therapy and fitness business in a heavy industrial zone. Health care and recreation are conditional uses in the I-2 zoning district and must not generate measurably more traffic than is typical of I-2 uses.

 

Optimize Physical Therapy will include adult fitness classes in the morning (5AM to 9AM), physical therapy and massage services during the day (7AM to 4PM), and youth athletic training in the evening (4PM to 9PM.).

 

There will be no site changes associated with this use. The building has been remodeled and expanded several times and is currently meeting site standards. A former tenant had significant outside storage resulting in code enforcement action over the years, however that tenant has vacated the premises and the applicant is proposing to occupy that space. The prohibition on outdoor storage is reiterated in the recommended conditions of approval.

 

The primary point of review for these types of uses is parking. The applicant has provided a detailed narrative of the parking needs at various times of the day and the other tenants. The other tenants have very low parking needs and are primarily storage users or small assembly or machine shops, not generating significant parking demand. With the requirement that class times are staggered if needed to manage parking demand, adequate parking exists on site for the various tenants.

 

 

Recommendation

By motion, approve the Resolution.

                     WHEREAS, an application has been filed by Jill and Brent Inc (Optimize Physical Therapy) as Conditional Use Permit Case File No.20-0004; and

 

                     WHEREAS, said case involves the land described as follows:

 

THE NORTH 300 FEET OF THE EAST 350 FEET OF THE WEST 900 FEET OF THE SOUTH EAST 1/4 OF THE NORTH WEST 1/4 OF SECTION 21, TOWNSHIP 31, RANGE 23, ANOKA COUNTY, MINNESOTA

 

                     WHEREAS, the Blaine City Council has reviewed said case on February 19, 2020.

 

                     NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Blaine that a Conditional Use Permit is hereby approved per Section 31.30 of the Zoning Ordinance to allow for a physical therapy and fitness business in an I-2 zoning district based on the following conditions:

 

1.                     Business to operate in terms of hours and class size as described in the narrative included in the staff report.

2.                     The applicant will need to manage parking demand by staggering start times as necessary so as to not create a parking issue for other building tenants.

3.                     No activity/training to be conducted outside the building.

4.                     The interior tenant finish work to be completed with review and permit meeting all Building and Fire Code requirements.

5.                     A Certificate of Occupancy is required prior to occupying the space.

6.                     All business signage by separate review and permit.
