TITLE
 
AUTHORIZING THE BLAINE ECONOMIC DEVELOPMENT AUTHORITY TO CONTRIBUTE $5,000 TOWARDS THE NATIONAL YOUTH BASEBALL CENTER FESABILITY STUDY
 
Background
The National Sports Center, Minnesota Twins, Anoka County and the City of Blaine have been working on a youth baseball proposal for the NSC owned land north and south of 105th Avenue. The proposal involves the creation of a 16 field national youth baseball complex for sports clinics and tournament play as well as a championship quality baseball stadium on the south side of 105th Avenue. The NSC has also received a $40,000 grant from DEED (Department of Employment and Economic Development) to fund the major portion of a feasibility study to determine the viability of the project. The Minnesota Twins, NSC and Anoka County would also each contribute $5,000 towards the $60,000 study. The study is set to begin as soon as a consulting firm is selected and be completed later this summer.

Recommendation
By motion, approve the Resolution.
 
Body
      BE IT RESOLVED by the Board of Commissioners (the "Board") of the Blaine Economic Development Authority (the "EDA"), as follows:
      
      WHEREAS, it is one of the goals and purposes of the Blaine EDA to improve the community, strengthen the tax base and enhance employment opportunities; and
 
      WHEREAS, the Blaine EDA has identified the NSC's proposal for a National Youth Baseball Center as a potential catalyst for growth in tourism, employment and economic development within the community; and  
 
      WHEREAS, the Blaine EDA has been asked to contribute $5,000 towards a $60,000 feasibility study to help evaluate whether the project is viable in the Blaine community.
 
      NOW, THEREFORE, BE IT RESOLVED, that the EDA Executive Director is hereby authorized to execute all necessary documents to facilitate a $5,000 EDA contribution to the National Youth Baseball Center feasibility study.  
 
PASSED by the Blaine Economic Development Authority this 5th day of April 2012.
