ORDER IMPROVEMENT AND ORDER PREPARATION OF AND APPROVE PLANS AND SPECIFICATIONS AND ORDER ADVERTISEMENT FOR BIDS FOR RECONSTRUCTION OF COUNTY ROAD 10 SERVICE DRIVE FROM JEFFERSON STREET TO ABLE STREET, IMPROVEMENT PROJECT NO. 15-21
Background
Notice for this hearing has been published and mailed. An informal open house meeting was held on April 11, 2017. The proposed improvements will reconstruct the County Road 10 Service Drive from Jefferson Street to Able Street. The proposed improvements will include replacing damaged concrete curb and gutter and sidewalk, storm sewer improvements, asphalt surface, traffic control signage, replacement of existing water main, and appurtenant construction.
The estimated total cost of the project is $1,313,500.00 with $111,733.34 proposed to be assessed over a 10-year period. Replacement of existing water main at an estimated cost of $645,250.00 is proposed to be paid for by City Public Utility Funds. The remaining portion of $556,516.66 is proposed to be paid from the City’s Pavement Management Program Fund.
Plans and specifications have been prepared as directed and are available for Council review in the Engineer’s office.
The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

Recommendation
Conduct public hearing and, by motion, adopt the resolution.
Body
WHEREAS, Resolution No. 17-050 of the Blaine City Council, adopted on the 6th day of April, 2017, ordered a public hearing on the proposed project; and
WHEREAS, the required notices were published and mailed to benefiting property owners, and the public hearing was held on the 20th day of April, 2017, at which time all persons desiring to be heard were given an opportunity to be heard; and
WHEREAS, the Engineering Department has presented such plans and specification to the City Council for their approval.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
1. Such improvements are hereby ordered as proposed in the Feasibility Report, which was accepted by Resolution No. 17-050 adopted on the 6th day of April, 2017.
2. The City Engineer is hereby designated as the Engineer for this improvement and is directed to prepare plans and specifications for the making of this improvement.
3. Such plans and specifications, copies of which are filed in the City Engineer’s office, are hereby approved.
4. The City Manager shall prepare and cause to be inserted in the official newspaper of the City an advertisement for bid for making of such improvements pursuant to the approved plans and specifications.
5. Such advertisement for bids shall call for sealed bids to be received in compliance with Notice of Contractor for the advertisement for bids.
6. The contract shall be awarded no later than April 19, 2018.
