ADOPT THE ADDENDUM TO THE JOINT POWERS AGREEMENT FOR THE PROVISION OF FIRE PROTECTION SERVICES
 
Background
In December, 1990, the cities of Spring Lake Park, Blaine and Mounds View entered into a Joint Powers Agreement (JPA) for fire protection services through the Spring Lake Park Fire Department. The JPA calls for sharing the costs of the operation of the Fire Department between the cities.
 
Fire Protection services was one of the issues addressed as part of the term sheet that Council approved at the March 15, 2012 meeting that outlines the general agreement between the Metropolitan Airports Commission (MAC) and the City of Blaine. If Council approves the contract with MAC for Fire Protection Services, an addendum to the JPA must be adopted along with an Amendment to the Contract. The Cities of Mounds View and Spring Lake Park will be considering these amendments at their meetings on December 2nd and December 9th respectively.
 
Pursuant to the terms of the contract with the Metropolitan Airports Commission, MAC has agreed to pay $6,000 annually for fire protection. The City of Blaine, after collection of the MAC payment, shall be responsible for payment for services to the MAC property in the amount of $24,000, per year for the ten year period from 2012 to 2021. The Cities agree that this payment shall be received as revenue by the Fire Department prior to the annual allocation of costs among the cities.
