JOINT POWERS AGREEMENT BETWEEN ANOKA COUNTY AND THE MUNICIPALITIES, TOWNSHIPS AND SCHOOL DISTRICTS IN ANOKA COUNTY TO ALLOCATE COSTS FOR ELECTIONS
 
Background
The voting system currently used in all precincts in Anoka County, as well as several other MN counties, is the Accu-vote Precinct Optical Scan System which was purchased in 2000.  
 
The time has come to replace the system as the equipment and software, which are DOS based, are no longer supported and new units and parts are no longer available for purchase.  A purchase of certified equipment is planned in time for the local elections in 2013 and ready to be in full use for the General Election in 2014.
 
At the November 15, 2012 Council Workshop, Cindy Reichert, Anoka County Elections Manager, presented background information and answered questions on the proposed joint powers agreement that will be before the Council at the December 20, 2012 Council meeting.
 
The Anoka County Board of Commissioners approved, by motion, the Joint Powers Agreement Contract #2012-0362 on November 27, 2012.  The JPA will be in effect for a four-year term beginning January 1, 2013 until December 13, 2016, subject to automatic renewal on January 1 of each subsequent calendar year beginning January 1, 2017, unless terminated by written agreement of the County and the effected Government Entity.
 
Recommendation
By motion, approve the Joint Powers Agreement between Anoka County and the Municipalities, Townships and School Districts in Anoka County to allocate Costs for Election Expenses.
