Executive Summary
Council is asked to adopt the proposed resolution designating polling places for 2023.
Background
State Statute requires the governing body of each municipality to designate polling place locations annually, even when no elections are regularly scheduled, as the requirement would apply to any special elections that may arise. The attached map identifies the city’s 27 polling locations. Adoption of this resolution fulfills the statutory requirement and ensures that designations are accurate for any elections in 2023. A certified copy of the adopted resolution will be forwarded to both county auditors.

Body
WHEREAS, Minnesota Statutes 204B.16, subd 1 requires the City Council, by ordinance or resolution, to designate polling places for the upcoming year; and
WHEREAS, changes to the polling places locations may be made at least 90 days before the next election if one or more of the authorized polling places becomes unavailable for use; and
WHEREAS, changes to the polling place locations may be made in the case of an emergency when it is necessary to ensure a safe and secure location for voting.
NOW, THEREFORE, BE IT RESOLVED, that the Blaine City Council, in compliance with the terms and provisions of Minnesota Statutes Section 204B.16, hereby designates the polling places outlined in the attached precinct map for elections conducted in the City in 2023.
BE IT FURTHER RESOLVED, that the city clerk is hereby authorized to designate a replacement meeting the requirements of the Minnesota Election Law for any polling place designated in this resolution that becomes unavailable for use by the city;
BE IT FURTHER RESOLVED, that the city clerk is hereby authorized to designate an emergency replacement polling place meeting the requirements of the Minnesota Election Law for any polling place designated in this resolution when necessary to ensure a safe and secure location for voting; and
BE IT FURTHER RESOLVED, that the city clerk is directed to send a copy of this resolution and any subsequent polling place designations to the Anoka and Ramsey County Elections Offices.
