Background
The proposed improvements include a 4-inch bituminous overlay, 3½-inch full-width mill, and appurtenant construction for Naples Street from 95th Avenue to the 103rd Street alignment.  The estimated total cost of the project is $562,250, of which $125,710 is proposed to be assessed over a five-year period.  The remaining portion of $436,540 is proposed to be paid from the City's Municipal State Aid Street Fund and Pavement Management Program Funds.  The project is necessary, cost-effective, and feasible and will result in a benefit to the properties proposed to be assessed.

By motion, adopt the resolution.
 
Body
WHEREAS, pursuant to Resolution No. 13-181 adopted on the 7th day of November, 2013, by the Blaine City Council, a report has been prepared by the City of Blaine, Engineering Department, with reference to the mill and overlay of Naples Street from 95th Avenue to the 103rd Street alignment, and this report received by the Council on the 6th day of March, 2014.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      The Council will consider the improvement in accordance with the report finding the improvement necessary, cost-effective, and feasible, resulting in a benefit to the properties proposed to be assessed and will consider the assessment of benefiting property for all or a portion of the cost of the improvement pursuant to the Minnesota Statutes, Chapter 429, at an estimated total cost of the improvement of $562,250.
 
2.      A Public Hearing shall be held on such proposed improvement on the 3rd day of April, 2014, at 8:00 PM in the Council Chambers of City Hall, and the City Clerk shall give mailed and published notice of such hearing and improvement as required by law.
