Background
 
Water and sewer lateral with services were constructed in Naples Street with Blaine Improvement Project No. 96-07 in 2000.  In 2001, special assessments for water and sewer lateral with services, sewer trunk and street were levied on the property located at 10601 Naples Street NE, PIN 23-31-23-23-0001.
 
In April 2013, the property owner at 10601 Naples Street hired a contractor to hook-up his building to the water and sewer improvements constructed with Project No. 96-07.  During the excavation to make the sewer connection it was discovered that the service was broken.
 
After discussion with the property owner, the City agreed to hire a contractor to do the work needed to repair the sanitary sewer service in the public right of way and assess the cost back to the property as a supplemental assessment.  The property owner agreed to this process and the repair was made.

Recommendation
By motion, approve the resolution.
 
Body
 
WHEREAS, the owner of said property entered into an Agreement for Levy of Special Assessment and for Waiver of Right to Appeal Levied Special Assessment for the cost of repair of sanitary sewer service; and
 
WHEREAS, the City of Blaine contracted the work necessary to repair the sanitary sewer service in the public right of way at 10601 Naples Street, NE and further described as PIN 23-31-23-23-000; and
 
WHEREAS, the cost for the repair of the sanitary sewer service is $4,710.00.
 
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Blaine as follows:
 
1.      The total cost for the repair of the sanitary sewer service is hereby declared to be $4,710.00.
 
2.      The amount to be assessed is hereby declared to be $4,710.00.
  1. The City Manager shall forthwith calculate the proper amount to be specially assessed for such improvement against the property at 10601 Naples Street NE, and further described as PIN 23-31-23-23-0001, within the City of Blaine, as provided by law, and shall file a copy of such proposed assessment in his office for public inspection.
  1. A hearing shall be held on the 11th day of July, 2013, in the Council Chambers of Blaine City Hall at 8:00 PM, or as near a time as possible, and at such time and place all interested persons owning property affected by the proposed special assessment shall be give the opportunity to be heard with reference to such assessment.
  1. The City Manager shall give published and mailed notice of such hearing as required by law.
